According to Article 1 of Decision 819/QD-TTg in 2016, FUV stands for Fulbright University Vietnam.
Additionally, Fulbright University Vietnam is a 100% foreign-invested higher education institution, with its own juridical personality, seal, and bank account. The school operates on a non-profit basis. Its headquarter is located in Ho Chi Minh City and is under the state management of the Ministry of Education and Training and the state management of the territory of the People's Committee of Ho Chi Minh City (according to Article 2 of Decision 819/QD-TTg in 2016).

What are regulations on admission of Vietnamese students of FUV?
Since FUV was established according to Vietnamese law (Decision 819/QD-TTg in 2016 and Decree 86/2018/ND-CP), the admission of Vietnamese students will also comply with Article 39 of Decree 86/2018/ND-CP as follows:
- FUV is allowed to admit Vietnamese students into foreign education programs. The number of Vietnamese students studying foreign education programs must be less than 50% of the total number of students studying foreign education programs at the institution.
- Vietnamese students studying foreign education programs must study the mandatory contents as stipulated in Clause 3, Article 37 of Decree 86/2018/ND-CP, specifically as follows:
- The education programs implemented at the foreign-invested institution must demonstrate educational goals, without content detrimental to national defense, national security, community interests; not proselytizing religion, distorting history; not adversely affecting Vietnamese culture, ethics, traditions, and must ensure conditions for articulation between educational levels and qualifications.
- Foreign-invested educational institutions are allowed to teach:
+ Vietnam's education program as stipulated by Vietnamese law;
+ Foreign preschool education programs, foreign general education programs for educational institutions stipulated in Clauses 2 and 3, Article 28 of Decree 86/2018/ND-CP;
+ Foreign short-term training programs; foreign university, master's, doctoral training programs within the framework of international education cooperation links.
+ The Minister of Education and Training shall stipulate the mandatory education and training content for Vietnamese citizens studying in preschools, general education institutions, universities, and branches of foreign-invested universities.
What are the rights and obligations of FUV?
Since FUV University was established in accordance with Vietnamese law (Decision 819/QD-TTg in 2016 and Decree 86/2018/ND-CP), it is a 100% foreign-invested university.
Therefore, the rights and obligations of FUV University are similar to those of other foreign-invested higher education institutions as stipulated in Article 32 of Decree 86/2018/ND-CP as follows:
- Protected rights and legitimate interests according to Vietnamese law and international treaties which Vietnam is a member.
- Subject to administrative territorial management by provincial-level People's Committees; operating and subject to state management in accordance with Vietnamese law.
- Publicly commit to educational quality, ensure education quality conditions and financial receipts and expenditures. Accountable for reimbursing learners for expenses they paid if the provided training programs do not meet educational quality commitments.
- Ensure the rights and legitimate interests of learners, staff, lecturers, teachers, and employees in case of termination or forced premature termination of operations.
- Facilitate the activities of political organizations, socio-political organizations established and operating in accordance with Vietnamese law at the foreign-invested educational institution.
- Annually, before November 30, report directly to the state managing authority on the comprehensive development situation of the institution and provide full explanations when requested by the state managing authority. The report includes key contents: implementation of the operation permit decision, organizational structure, teachers, lecturers, enrollment numbers, teaching and learning organization, academic results of students, postgraduate students, doctoral candidates, graduation numbers, graduation rates, issued diplomas, financial reports, challenges, advantages during implementation, proposals, and recommendations. The report is conducted online and in writing.
