In Vietnam, what does start-up support in vocational education and training mean?
Under the provisions in Clause 3, Article 3 of Circular 14/2022/TT-BLDTBXH, “start-up support in vocational education and training” refers to an activity which is aimed at promoting entrepreneurship among learners and offering them access to start-up knowledge and skills during their learning time at vocational education and training institutions; creating an environment for learners to start a business; enabling learners to form and implement their ideas and start-up projects, and facilitate their self-employment after graduation.
Note:
- Circular 14/2022/TT-BLDTBXH applies to colleges, secondary schools, centers for vocational education and training (hereinafter referred to as “vocational education and training institutions”) and related organizations and individuals.
- Circular 14/2022/TT-BLDTBXH does not apply to pedagogical schools under the state management of the Ministry of Education and Training.

What are the purposes of start-up support in vocational education and training in Vietnam?
Under the regulation in Article 11 of Circular 14/2022/TT-BLDTBXH on the purposes of start-up support in vocational education and training in Vietnam:
- Promote entrepreneurship and self-employment of learners at vocational education and training institutions; provide learners with access to start-up knowledge and skills so that they are confident, proactive and creative when starting a new business and proactively enable their self-employment.
- Improve the capacity of vocational education and training institutions in terms of their training and refresher training activities, and provision of start-up and self-employment support to learners.
- Create a favorable environment to support learners at vocational education and training institutions to form and realize their ideas and start-up projects, contributing to creating jobs for learners after graduation; encourage private sector involvement and participation by enterprises, organizations and individuals in supporting start-up activities and self-employment of learners at vocational education and training institutions.
What are the start-up support activities in vocational education and training in Vietnam?
According to the provisions of Article 12 of Circular 14/2022/TT-BLDTBXH, the start-up support activities in vocational education and training in Vietnam incldue:
1. Publicize and educate learners about the role and importance of entrepreneurship, innovation, creativity and self-employment; update global education trends; local, national and international start-up education programs; start-up support policies of the State; incubators, start-up spaces, domestic and foreign start-up support funds.
2. Provide learners with training, refresher training and access to start-up knowledge and skills; improve competence of personnel and teachers providing start-up support to learners.
3. Develop programs for cooperation with enterprises, investment funds, investors, organizations and individuals in providing start-up support to learners.
4. Develop enterprise incubation programs, support learners in forming and completing start-up projects and ideas; provide consulting, support and connect learners' start-up projects with enterprises, investment funds, investors, organizations and individuals.
5. Support, facilitate and organize the Startup Kite contest.
6. Other issues concerning start-up consulting in conformity with regulations of law.
The methods of providing start-up support in vocational education and training in Vietnam are stipulated in Article 13 of Circular 14/2022/TT-BLDTBXH as follows:
- Providing start-up information and start-up education for learners through educational activities; video clips, images and publications; documents and media.
- Organizing start-up contests, seminars, forums, days and exchanges to promote the entrepreneurship of learners.
- Developing programs and documents and providing training, refresher training and access to start-up knowledge and skills for learners.
- Developing start-up programs and documents and organizing training, refresher training and professional training to improve competence of cadres and teachers providing start-up support for learners.
- Establishing scientific research, innovation and start-up clubs for learners at vocational education and training institutions; building a network of alumni who have participated in starting businesses.
- Cooperating with enterprises, organizations and individuals to create a start-up support environment; organizing start-up practice, implementing start-up projects and connecting students' feasible start-up projects with enterprise incubators.
- Other methods prescribed by regulations of law.
