Based on Clause 2, Article 2 of the Regulations on student affairs work in intermediate schools and colleges, issued together with Circular 17/2017/TT-BLDTBXH, it is defined as follows:
"student affairs work is a core focus of the School, encompassing all educational, propaganda, management, support, and service provision activities for students to ensure the objectives of vocational education."
Thus, it can be simply understood that student affairs work is the essential and core task of the school in general and universities in particular, including educational, propaganda, management, support, and service provision activities for students.
This provision aims to ensure the goals of vocational education.

What are the 5 contents of student affairs work in Vietnam?
Based on Article 6 of the Regulations on student affairs work in intermediate schools and colleges, issued together with Circular 17/2017/TT-BLDTBXH, the 5 contents of student affairs work are as follows:
[1] Organizing educational and propaganda activities
- Political and ideological education: Educating and propagating to ensure students thoroughly understand and correctly implement the policies and guidelines of the Communist Party; having ideals, knowledge of the law, and firm political bravery;
- Moral and lifestyle education: Educating and propagating to students the values and fine moral traditions of the Vietnamese nation, common social moral standards, professional ethics; a healthy, civilized lifestyle suited to the nation's cultural identity; a sense of individual responsibility towards the collective and community;
- Legal education and dissemination: Raising awareness and the consciousness of law compliance; living, studying, and practicing according to the law;
- Facilitating and assisting students in striving and practicing to join the ranks of the Communist Party of Vietnam and participate in school organizations;
- Physical education: Organizing for students to participate in sports, cultural, and artistic activities and nurturing skills for personal and community health care.
[2] Student management work
- Organizing the admission of successful candidates according to regulations;
- Compiling and summarizing data; managing and storing records and resolving administrative work related to students;
- Monitoring and evaluating students' learning consciousness and training results; initiating and organizing emulation movements, creating conditions for students to participate in scientific research activities; attending vocational skill competitions, cultural contests, art performances, sports contests; supervising the implementation of students' regulations; being in charge of rewards and disciplinary work for students;
- Developing plans, organizing inspections, and monitoring the implementation of security, order, social safety, crime prevention, and activities against the Communist Party, the State, and social evils within students; cooperating with the police and local authorities to ensure security, order, and resolve issues related to students in and out of the School;
- Organizing propaganda, dissemination, guidance, summarizing, and solving state policies related to students;
- Managing in-dormitory and off-dormitory students: Reviewing, admitting, issuing, and organizing the implementation of management regulations for in-dormitory students; cooperating with the police and local authorities in managing off-dormitory students.
[3] Organizing political sessions at the beginning of the course, the beginning of the academic year, and the end of the course for students. Annually organizing student-staff dialogues with the School's Board of Directors.
[4] Support work and services for students
- Advising students in planning their studies and practicing in line with their goals, capabilities, and health;
- Implementing social work services in the School; creating conditions to help students with disabilities, policy beneficiaries, students with difficult circumstances, and students in need of support;
- Educating soft skills, entrepreneurship knowledge; nurturing knowledge on reproductive health and other necessary supplementary knowledge and skills for students;
- Providing information, consulting, and introducing job opportunities to students;
- Organizing activities between the School and businesses, labor utilization organizations to strengthen professional skill training for students in line with practical requirements;
- Organizing the school health work according to regulations.
[5] Implementing international cooperation tasks related to students.
[6] Reporting and statistical tasks about students, the employment status of students after graduation periodically and unexpectedly as requested by the management authorities.

Based on Article 7 of the Regulations on student affairs work in intermediate schools and colleges, issued together with Circular 17/2017/TT-BLDTBXH as follows:

"Based on the college regulations, the intermediate school regulations, the School's Principal decides to establish the organizational and management system and specifies the responsibilities of units and individuals to ensure the implementation of the functions and tasks of student affairs work according to regulations."
Thus, according to the above regulation, the School's Principal is the one who decides to establish the organizational and management system for student affairs work.
