According to subsection 2, Section 1 of Official Dispatch 4606/BGDDT-GDDH in 2024, the key breakthrough tasks in higher education, and teacher training colleges to implement during the academic year 2024 - 2025, are stipulated as follows:

- Perfect the development strategy, consolidate the organizational apparatus, mobilize all resources to enhance university governance capacity, enhance conditions to ensure education quality, perfect and develop an internal quality assurance system, improve operational indicators of each educational institution, fully meet the criteria of the higher education institution standards.

- Drastically innovate the curriculum and training methods associated with strengthening management work, improving the quality of human resource training and scientific research capacity, and fostering innovation, especially in key fields and industries according to the regional and local development orientation.

- Strengthen the application of digital technology, especially artificial intelligence throughout the higher education system, associated with administrative reform, innovation in management and school governance, reform of teaching and learning methods, exams, and assessments, creating a positive impact for the innovation of general education.

- Promote the training, fostering, recruitment, and development of a high-level lecturer and scientific staff, top industry experts, especially in some key, critical, and high-tech fields.

- Effectively organize and implement the tasks, and prepare projects, and plans according to the action programs of the Government of Vietnam, implementing resolutions of the Central Committee and the Politburo; strategies, master plans, programs, and projects approved by the Prime Minister, especially the development of high-quality human resources to serve Vietnam's high-tech sectors, focusing on semiconductor chip industries, artificial intelligence, cybersecurity, biotechnology, and green energy.

What are regulations on promotion of scientific research and technology development by university faculty in Vietnam​ for the academic year 2024-2025?

According to Section 2 of Official Dispatch 4606/BGDDT-GDDH in 2024, the key breakthrough tasks in higher education and teacher training colleges, in the academic year 2024 - 2025, are as follows:

- Promote scientific research, technology development, and innovation associated with high-level training and enhancing the lecturer workforce's capacity, focusing on quality and social impact.

+ Develop and implement science and technology plans, focusing on the development and implementation of priority research activities linked to the training strengths of each educational institution, aligned with the national strategy for science, technology, and innovation; enhancing publication in national and international reputable journals, strengthening intellectual property protection registration associated with training, especially doctoral training; planning laboratory systems and research centers associated with research groups, specialized units in single and multi-disciplinary fields.

Intensify the development of a startup and innovation ecosystem for lecturers, students, organizations, and related individuals; establish and promote the activities of innovation and technology transfer centers.

+ Strengthen cooperation between educational institutions, enterprises, and research organizations domestically and internationally, involving multiple stakeholders. Develop and promote science and technology programs, research projects, and research groups, particularly strong research groups.

+ Review and potentially revise internal regulations concerning project proposals, selection, research funding allocation, and evaluation of research results at the institutional level, with a greater focus on conditions and criteria for postgraduate education, especially doctoral training; emphasize requirements related to quality and social impact.

+ Ensure sufficient allocation of funds from tuition revenues for scientific, technological, and innovation activities of students, full-time lecturers, and developing the scientific and technological potential of higher education institutions as stipulated in Decree 109/2022/ND-CP of the Government of Vietnam; prioritize scholarships and research support for master's students and doctoral candidates in STEM fields.
