What is the meaning of November 18 in Vietnam?
According to Article 3 of Decree 111/2018/ND-CP:
Definitions
In this Decree, the following terms are understood as follows:
1. The establishment day is a historical day marking the founding of an authority through a formal document.
2. The traditional day marks a memorable event, a formation or developmental process recognized and of an enduring, continuous nature.
3. The response day is a specific date and time focused on a certain theme, during which activities are organized to call on the community to respond and show their support through actions.
4. The re-establishment day marks the formal re-establishment of an authority by document after a process of division, merger, or dissolution.
5. A decennial anniversary is a year ending in “0”.
6. Other years have all other ending digits.
On November 18, 1930, the Standing Committee of the Communist Party of Indochina issued a directive to establish the Anti-Imperialist League, the first form of the National United Front of Vietnam (present-day Vietnamese Fatherland Front), and selected November 18 each year to commemorate the founding of the Vietnamese Fatherland Front.
Thus, November 18 is the anniversary of the founding of the Vietnamese Fatherland Front.

What activities are organized to commemorate the 93rd anniversary of the founding of the Vietnamese Fatherland Front?
Organizing the commemoration of the founding day, the traditional day is regulated in Article 9 of Decree 111/2018/ND-CP as follows:
Organizing the commemoration of the founding day, traditional day
1. decennial anniversary
a) Ministries, sectors, provincial level organize commemorations of the founding day, traditional day by developing plans for organizing commemorative activities, specifying time, location, program, and participants of the commemoration;
b) Approval of plans for organizing commemorative activities:
- Minister, head of central authority approves plans for organizing commemorative activities of ministries and central authorities;
- Chairman of People's Committee at provincial level approves plans for organizing commemorative activities at the provincial and local levels.
c) Head of ministries, central authorities, and Provincial People's Committees set up Steering Committee, Organizing Committee for the commemoration of the founding day, traditional day according to the approved plan and are responsible for organizing the commemoration in a solemn, practical, effective, and economical manner.
2. Other years: Organize activities of propaganda, education, competitions, seminars, talks, and other practical activities to commemorate the founding day, traditional day. Do not organize a commemoration event.
3. Funding for organizing the founding day, traditional day is balanced and allocated within the annual regular expenditure estimates of agencies and localities as prescribed by the Law on State Budget.

Therefore, since this year marks the 93rd anniversary of the founding of the Vietnamese Fatherland Front (another year), no commemoration event will be held. Only activities for propaganda, education, competitions, seminars, talks, and other practical activities to commemorate the founding day, and traditional day will be conducted.
Are students entitled to a day off on November 18 - the founding day of the Vietnamese Fatherland Front?
Students will be entitled to a day off based on the teachers’ holiday schedule. The teachers’ holiday schedule is prescribed by the Labor Code.
Public holidays are regulated in Article 112 of the Labor Code 2019 as follows:
Public holidays
1. Employees shall be entitled to fully paid days off on the following public holidays:
a) Gregorian Calendar New Year Holiday: 01 day (the 1st of January of the Gregorian calendar);
b) Lunar New Year Holidays: 05 days;
c) Victory Day: 01 day (the 30th of April of the Gregorian calendar);
d) International Labor Day: 01 day (the 1st of May of the Gregorian calendar);
dd) National Day: 02 days (the 2nd of September of the Gregorian calendar and the previous or next day);
e) Hung Kings Commemoration Day: 01 day (the 10th of the third month of the Lunar calendar).
2. Foreign employees in Vietnam are entitled to 01 traditional public holiday and 01 National Day of their country, in addition to the public holidays stipulated in Clause 1 of this Article.
3. The Prime Minister shall decide the specific public holidays mentioned in Point b and Point dd Clause 1 of this Article on an annual basis.
Therefore, the founding day of the Vietnamese Fatherland Front on November 18 is not a public holiday for teachers. Therefore, students do not get a day off. However, if it coincides with the weekly break of employees, employees will have a day off.
