What are the rights of lower and upper secondary school students in Vietnam?

The rights of lower and upper secondary school students in Vietnam are specifically regulated in Article 35 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT:

- Receive comprehensive education with fairness, be provided with time, facilities, hygiene and safety to learn in class and self-learn at home, be informed of their education and training, and be able to use learning, cultural and sport equipment of their schools as per the law.

- Receive respect, protection and fair and democratic treatment, complain to their schools and education authorities about decisions concerning themselves; transfer school with legitimate reason as per existing regulations; enter school before the compulsory starting age, skip a grade and study at an age higher than the compulsory attendance age according to regulations in Article 33 of Circular 32/2020/TT-BGDDT.

- Participate in activities for development of their gifts in academic subjects, sports and art organized by their schools if able to.

- Students eligible for social benefits, disadvantaged students and gifted students may receive sponsorship or other benefits as per the law.

- Transfer school if eligible according to regulations following school transfer procedures stipulated by the Minister of Education and Training.

- Enjoy other rights as per the law.

What is the learning time of students at various educational levels in Vietnam?

According to Section 4 of the general education program issued with Circular 32/2018/TT-BGDDT, the educational plan for the 2024 - 2025 academic year regarding the learning time of students at various levels is as follows:

The general education program is divided into two phases:

The basic education phase (grades 1 to 9) and the career-oriented education phase (grades 10 to 12).

The system of subjects and educational activities of the general education program includes mandatory subjects and activities, electives based on career orientations (referred to as elective subjects), and optional subjects.

The actual teaching time in a school year is equivalent to 35 weeks. Educational institutions can organize lessons 1 session/day or 2 sessions/day.

Educational institutions teaching 1 session/day and 2 sessions/day must implement the common mandatory educational content standardized for all educational institutions nationwide.

[1]. Basic Education Phase

- Primary Level

Two sessions/day are implemented, organizing no more than 7 periods per day; each period lasts 35 minutes. Educational institutions not yet qualified to organize 2 sessions/day shall follow the educational plan guided by the Ministry of Education and Training.

- Lower Secondary Level

One session per day is scheduled, with no more than 5 periods arranged for each session; each period lasts 45 minutes. Lower secondary schools with conditions are encouraged to implement 2 sessions/day following guidance from the Ministry of Education and Training.

One session per day is scheduled, with no more than 5 periods arranged for each session; each period lasts 45 minutes. Upper secondary schools with conditions are encouraged to implement 2 sessions/day following guidance from the Ministry of Education and Training.
