What is educational cooperation in Vietnam?
Based on Clause 5, Article 2 of Decree 86/2018/ND-CP, educational cooperation is the collaboration between a Vietnamese higher education institution and a foreign higher education institution to implement training programs leading to the issuance of diplomas or certificates without establishing a legal entity.

What are the scope, scale, enrollment, and teaching language in educational cooperation in Vietnam?
Based on Article 16 of Decree 86/2018/ND-CP, the scope, scale, enrollment, and teaching language in educational cooperation are as follows:
(1). Scope of educational cooperation.
- Higher education institutions established and legally operating in Vietnam, which have been quality accredited, are allowed to cooperate in education within the disciplines and levels approved by the competent authority in Vietnam;
- Higher education institutions established and legally operating abroad, which have been recognized for education quality accreditation by a competent authority or accreditation organization in the foreign country and recognized by a competent authority in Vietnam, are allowed to cooperate in education within the disciplines and levels permitted and recognized by the competent authority in Vietnam.
(2). The scale of educational cooperation is determined based on the quality assurance conditions related to facilities, equipment, laboratories, libraries, faculty, and management staff.
These conditions must not overlap with the conditions used to calculate the total enrollment targets of the institution.
If these quality assurance conditions are shared, the scale of the educational cooperation programs must be included in the total annual enrollment scale of the institution.
Vietnamese and foreign higher education institutions propose the educational cooperation scale in the application for cooperation approval, submitted to the competent authorities as stipulated in Article 22 of Decree 86/2018/ND-CP for approval.
(3). Enrollment criteria for programs leading to diplomas must meet the following conditions:
- For diplomas issued by Vietnamese higher education institutions, candidates must meet the enrollment conditions for undergraduate, master's, and doctoral levels as stipulated by Vietnamese law;
- For diplomas issued by foreign higher education institutions, candidates must meet the enrollment conditions for undergraduate, master's, and doctoral levels of the respective foreign institution consistent with the admission conditions applicable in the country where the foreign institution is located;
- For diplomas issued jointly by Vietnamese and foreign higher education institutions, candidates must meet the conditions specified in points a and b, Clause 3, Article 16 of Decree 86/2018/ND-CP;
- Language proficiency:
Candidates for programs leading to diplomas issued by Vietnamese higher education institutions must have at least Level 3 proficiency according to the Vietnamese six-level foreign language proficiency framework or equivalent;
For diplomas issued by foreign higher education institutions, and jointly issued diplomas, candidates must have at least Level 4 proficiency according to the Vietnamese six-level foreign language proficiency framework or equivalent; for programs in foreign languages, language requirements as stipulated by the foreign higher education institution apply;
- Based on learner needs, cooperating education institutions can offer language training courses to help learners reach the proficiency required at point d, Clause 4, Article 16 of Decree 86/2018/ND-CP before starting the official programs.
(4). Educational cooperation leading to foreign diplomas or certificates must be conducted in foreign languages, not in Vietnamese or through interpretation. Cooperation leading to Vietnamese diplomas or certificates can be conducted in Vietnamese or through interpretation.
