What are requirements for digital learning materials in Vietnam?

Based on the regulation in Article 7 of Circular 21/2017/TT-BGDDT, digital learning materials are as follows:

Digital Learning Materials

1. Digital learning materials must be appraised by the organizing unit in charge of training before organizing online training classes.

2. Digital learning materials must comply with legal regulations on intellectual property and copyright.

As such, digital learning materials must ensure 2 conditions:

Additionally, the implementation and organization of online training after appraising digital learning materials are carried out according to Article 8 of Circular 21/2017/TT-BGDDT as follows:

- Trainers participating in online training (hereinafter referred to as instructors) must, in addition to meeting professional conditions as instructors of the training class, master online teaching skills; be able to guide, direct, and manage learners through online training methods; proficiently use the classroom organization functions of the online learning management system and other information technology tools as required.

- Technical staff managing the information system organizing online training are those who support technical operations, control, and manage the information technology system; be knowledgeable about the online training information system; be guided, transfer technology to manage, operate, and support the online training information system to ensure stable activities.

- Digital learning materials constructors are those who cooperate with instructors to design, build digital learning materials serving online training; understand the process of designing, producing learning materials; and proficiently use relevant information technology tools.

- Study advisors assist instructors in organizing online training classes; guide learners on using information technology applications and participating in other online training class activities; understand the dynamics of online training, thoroughly grasp the content and form of organizing online training classes.

- Based on the content and plan of online training, the organizing unit proactively organizes a team of staff to deploy online training ensuring the requirements of the training course according to the approved plan.

What are methods for ensuring safety of digital learning materials in preschools in Vietnam?

Pursuant to Article 7 of Circular 47/2020/TT-BGDDT, digital learning materials in preschools must be ensured safe as follows:

- Published form learning materials used in preschool educational institutions need to have labels, clear information on the publication according to the Publishing Law; not violate legal regulations.

- Published form materials in the format of translation, published abroad must have certification of appraisal according to the Publishing Law.

- For electronic published form materials, there must be solutions to manage usage time for children under 6 years old.

- For homemade learning materials, ensure hygiene, safety, non-toxicity; environmentally friendly; limit the use of recycled plastic materials and single-use plastic products.
