What is an individualized education plan? Which agency is responsible for supporting the development of ondividualized education plans for students with disabilities in Vietnam?
Based on Clause 3, Article 2 of the Regulation on the organization and operation of the Support Center for Inclusive Education Development issued together with Circular 20/2022/TT-BGDDT, an individual education plan is a document that includes information about: capability, needs; individual characteristics; annual and semester goals; time, content, methods, and persons in charge; evaluation results and adjustments after the evaluation for the learner.
Based on Article 14 of the Regulation on the organization and operation of the Support Center for Inclusive Education Development issued together with Circular 20/2022/TT-BGDDT, regulations on inclusive education support are as follows:
Inclusive Education Support
- The Center implements activities supporting inclusive education at the request of the Department of Education and Training, educational establishments affiliated with the Department of Education and Training, and social support establishments within the managed area:
a) Supporting the construction of individual education plans for students with disabilities;
b) Supporting students with disabilities in integrated learning and practicing special skills and life skills suitable to their capabilities and needs;
c) Advising and supporting teachers in activities of caring and educating students with disabilities;
d) Participating in mobilizing students with disabilities to attend school;
dd) Supporting and advising educational establishments, families, and communities on knowledge and skills for caring for and educating students with disabilities.
- The Center develops a plan to support inclusive education in the designated area, suitable to the Center's capacity, presenting it to the Department of Education and Training for approval for public centers, and reporting to the Department of Education and Training for private centers to organize implementation.
Thus, the Support Center for Inclusive Education Development is responsible for supporting the construction of individual education plans for students with disabilities.

What are qualifications for teachers at the Support Center for Inclusive Education Development in Vietnam?
Based on Article 23 of the Regulation on the organization and operation of the Support Center for Inclusive Education Development issued by the Minister of Education and Training attached to Circular 20/2022/TT-BGDDT:
Teacher
The standard qualification for teachers: holding a bachelor's degree or higher in Special Education or meeting the standard preschool and general education teacher training levels along with a pedagogical skills certificate in inclusive education or a special education vocational certificate in accordance with the regulations of the Ministry of Education and Training.
- Duties of teachers
a) Conducting early detection, categorizing education needs, and implementing early education intervention;
b) Supporting inclusive education;
c) Teaching and educating students with disabilities at the Center according to the objectives, content, programs, and plans;
d) Participating in professional activities;
dd) Being responsible for the quality and effectiveness of education, appropriate to the specific objects and conditions of the Center;
e) Executing decisions from the Center's director; being subject to inspection by educational management levels as prescribed; complying with the Center's rules and the provisions of this Regulation;
g) Implementing the Code of Teacher Ethics as per the Ministry of Education and Training;
h) Actively self-improving to enhance professional capacity; self-assessing according to the professional teacher standards as prescribed.

Therefore, teachers at the Support Center for Inclusive Education Development must hold at least a bachelor's degree in Special Education or meet the preschool and general education teacher training standards along with a pedagogical skills certificate in inclusive education or special education as per the regulations of the Ministry of Education and Training.

Based on Article 25 of the Regulation on the organization and operation of the Support Center for Inclusive Education Development issued together with Circular 20/2022/TT-BGDDT, learners at the Support Center for Inclusive Education Development have the following rights:
- To be respected and treated equally; to be provided with complete information about their learning and personal development;
- To choose learning content and forms suitable to their conditions and abilities and those of the Center; to be facilitated in continuing support when transitioning between educational establishments;
- To protect their legitimate rights directly or through a legal representative; to participate in commenting on matters related to the teaching and educational activities of the Center.
