What is an excellent bachelor's degree under the law in Vietnam?
The classification of graduation ranking on a bachelor's degree is calculated according to Clause 5, Article 10 of the university-level training regulations issued with Circular 08/2021/TT-BGDDT, which stipulates the classification of students' academic performance based on the semester GPA, annual GPA, or cumulative GPA as follows:
- According to the 4-point scale:
+ From 3.6 to 4.0: Excellent;
+ From 3.2 to near 3.6: Very Good;
+ From 2.5 to near 3.2: Good;
+ From 2.0 to near 2.5: Average;
+ From 1.0 to near 2.0: Weak;
+ Below 1.0: Poor.
- According to the 10-point scale:
+ From 9.0 to 10.0: Excellent;
+ From 8.0 to near 9.0: Very Good;
+ From 7.0 to near 8.0: Good;
+ From 5.0 to near 7.0: Average;
+ From 4.0 to near 5.0: Weak;
+ Below 4.0: Poor.
Based on Clause 3, Article 14 of the regulations issued with Circular 08/2021/TT-BGDDT, the graduation ranking is determined based on the cumulative GPA throughout the course as stipulated in Clause 5, Article 10 of the regulations issued with Circular 08/2021/TT-BGDDT, in which the graduation ranking of students with an excellent or very good cumulative GPA will be reduced by one grade if they fall into one of the following cases:
- The volume of retaken modules exceeds 5% of the total credits required for the entire program.- The student has been disciplined from a warning level or higher during their study period.
Moreover, Article 14 of the regulations issued with Circular 08/2021/TT-BGDDT also stipulates that students who have exhausted the maximum study time but have not met graduation requirements due to incomplete defense and security education modules, physical education, or failing to meet foreign language and IT proficiency standards, can complete the pending conditions and request graduation recognition within 3 years from the time they cease studying.
Students who do not graduate are issued a certificate for the modules they have accumulated in the training program at the training institution.
Furthermore, the regulations of the training institution stipulate:
- The process, procedures for evaluating and recognizing graduation, the timing and frequency of graduation evaluation annually.
- The preservation and recognition of accumulated academic results for students who do not graduate.
- Permitting students who have exhausted the regular study period to switch to an equivalent work-study mode or distance education (if available) at the training institution within the stipulated period for the new training mode.
The graduation ranking is determined based on the cumulative GPA for the entire course and classified into six categories: Excellent - Very Good - Good - Average - Weak - Poor. The graduation ranking for students with an excellent or very good cumulative GPA will be reduced by one grade if they fall into one of the above cases.
Thus, an excellent bachelor's degree is the highest ranking for students, equating to nearly perfect scores of 9-10 on a 10-point scale. Upon successful completion of their course with an excellence evaluation, students will be awarded an excellent bachelor's degree.

3 Conditions for Students to be Assesses and Recognized for Graduation in Vietnam
Based on Clause 1, Article 14 of the regulations issued with Circular 08/2021/TT-BGDDT as follows:
Condition [1] Accumulate sufficient modules, credits, and complete other mandatory contents as required by the training program, meeting the outcome standards of the training program.
Condition [2] The cumulative GPA of the entire course must be at least average.
Condition [3] At the time of graduation evaluation, not be under criminal investigation or not be under disciplinary action that results in suspension from school.

Based on point a, Clause 2, Article 22 of the university-level training regulations issued by the Minister of Education and Training with Circular 08/2021/TT-BGDDT on reporting, storing, and publicizing information as follows:

2. Training institutions are responsible for safely preserving documents related to training work as per the regulations issued by the Ministry of Education and Training.
a) Admission decision, original transcripts, graduation recognition decision, original graduation degree issuance books for students are documents stored permanently at the training institution;
b) Other documents related to admission and training are stored and preserved throughout the training process;
c) The destruction of documents related to admission and training after the storage period is carried out according to the current regulations of the state.

Thus, the bachelor's degree issued to students must be safely preserved by the school along with documents related to training work according to the regulations issued by the Ministry of Education and Training.
