Based on Article 2 of the Charter of the Vietnamese Student Association issued with Decision 1739/QD-BNV in 2009 Download, the principles and objectives of the Student Association are as follows:

The Vietnamese Student Association is a political - social organization of Vietnamese students, uniting and broadly gathering all Vietnamese students striving to study and train for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh. Contributing to building a peaceful, independent, prosperous, fair, democratic, and civilized Vietnam oriented towards socialism, and for the lawful and legitimate rights of students.

Uniting and cooperating equally with progressive student and youth organizations and people of countries around the world for the goals of peace, national independence, democracy, and social progress.

Thus, the Vietnamese Student Association is a political - social organization of Vietnamese students.

Who are the members of the Vietnamese Student Association?

Based on Article 5 of the Charter of the Vietnamese Student Association issued with Decision 1739/QD-BNV in 2009 Download, the regulations on the members of the Association include:

- Students who are Vietnamese citizens studying at university or college level both inside and outside the country, who agree with the Charter of the Association, voluntarily join the Association, can become members of the Vietnamese Student Association.

- Officials, teachers, political, scientific, economic, social, cultural, and artistic activists who are reputable among students, in society, both inside and outside the country, actively contributing to the Association’s work and voluntarily participating in its activities, can be admitted as honorary members of the Vietnamese Student Association.

- Those who have graduated from university or college, if elected to the leadership body of the Association, will continue to operate within the organization of the Association.

The procedures for admitting members; rights and obligations of honorary members are prescribed by the Central Executive Committee of the Association.

In addition, the organization of the Vietnamese Student Association will be carried out according to Article 8 of the Charter of the Vietnamese Student Association issued with Decision 1739/QD-BNV in 2009 Download, regulated as follows:

* The organization of the Association includes:

+ Central Vietnamese Student Association.

+ Student Associations of provinces and cities.

+ Student Associations of universities, colleges, academies, and institutes providing university and college education.

+ Student Associations of schools with subordinate units including: Sub-associations, clubs, teams, and student working groups.

* The establishment, merger, dissolution, and settlement of assets and finances of the Association levels are implemented according to the law, the Charter of the Association, and the guidance of the Central Executive Committee of the Vietnamese Student Association.

The tasks of the Executive Committee, Secretariat of the Central Association, and the tasks of the Executive Committee of the Sub-association are prescribed by the Central Executive Committee of the Association.

What are regulations on the congresses of the Student Associations at various levels in Vietnam?

Based on Article 10 of the Charter of the Vietnamese Student Association issued with Decision 1739/QD-BNV in 2009 Download, the congresses of the Student Associations at various levels are regulated as follows:

* Term of the Congress of the Student Associations at various levels

+ National, provincial, central-affiliated city, National University, and Regional University congresses: Held once every 5 years.

+ University or college level, Sub-association congresses: Held twice every 5 years.

+ Branch association congresses: Held once a year.

- The number of representatives for each congress level is decided by the Executive Committee of that level. The composition of the representatives includes members of the Executive Committee of the level convening the congress, representatives elected democratically by the congress or conference of lower levels, and appointed representatives (number of appointed representatives not exceeding 5% of the total number of convened representatives).

- Tasks of the delegates at various levels of the Student Association congresses.

+ Summarize the work of the Association and the student movement of the congress term.

+ Decide on the goals and action programs for the new term.

+ Elect the Executive Committee and Inspection Committee of the same level.

+ Discuss and contribute to the documents.

+ Elect delegates to attend upper-level congresses or conferences (if any).

- The Executive Committee of the Student Associations at various levels can convene a delegate conference to consolidate the Executive Committee, discuss the document of the upper-level congress and elect delegates to attend the congress of the upper-level Student Association.

The composition of the delegate conferences includes members of the Executive Committee of the level convening the conference and representatives elected by the Executive Committee of the lower level; the number of delegates is decided by the Executive Committee of the convening level but must not exceed the number of delegates of the respective congress term.
