Explanation of Terminology
In this Decree, the following terms are understood as follows:
- State-funded scholars are Vietnamese citizens studying abroad who receive full or partial funding for tuition, travel expenses, living expenses, and other education-related costs from one or more of the following funding sources:
a) State-funded scholarships granted under agreements and cooperation treaties between the Government of Vietnam and foreign governments;
b) State-funded scholarships granted through state agencies, state enterprises, and public service providers;
c) Scholarships funded by foreign governments, official development assistance (ODA), territorial authorities, international organizations, non-governmental organizations, or individuals through the Government of Vietnam (hereinafter referred to as scholarships sponsored by foreign parties).

Do students receiving scholarships sponsored by foreign parties get full support for all educational expenses in Vietnam?
Based on Clause 1, Article 6 Decree 86/2021/ND-CP, the rights and responsibilities of state-funded scholars are regulated as follows:
Rights and Responsibilities of State-funded Scholars
- Rights of State-funded Scholars
a) To return to the country for internships and to collect documents for study purposes; to enjoy vacations during their study period as stipulated by the foreign educational institution; to return to the country or visit relatives in another country (third country) with the consent of the authorized body of the host country;
b) To be protected in terms of consular services and legitimate rights by Vietnamese representatives abroad during the study period according to regulations;
c) To receive full or partial funding for tuition, travel expenses, living expenses, and other education-related costs abroad from state budgets for students specified in points a and b of Clause 1, Article 3 of this Decree, or covered by foreign parties for students specified in point c of Clause 1, Article 3 of this Decree.

Do students receiving scholarships sponsored by foreign parties have to comply with the foreign party’s laws if they temporarily suspend their studies in Vietnam?
Based on Article 8 Decree 86/2021/ND-CP, the temporary suspension, repetition, and retaking of courses are as follows:
Temporary Suspension, Repetition, and Retaking of Courses
- Students specified in points a and b of Clause 1, Article 3 of this Decree who wish to temporarily suspend their studies must get approval and have their study period adjusted by the sending institution. During the suspension period, students will not receive scholarships. After the suspension period, scholarships are continued. The total scholarship period will not exceed the initial study period specified in the decision to send the student to study abroad.

- Students who repeat a year or do not complete their course requirements according to the foreign educational institution must retake courses and during this period will not receive scholarships. The continued provision of state scholarship funds is decided by the sending institution after students meet the required retake course results. The total scholarship period will not exceed the initial study period specified in the decision to send the student to study abroad. If an extension is needed, procedures must be followed according to Article 9 of this Decree.
5. Students specified in point c of Clause 1, Article 3 of this Decree, if they temporarily suspend, repeat or retake courses, must follow the procedures stipulated in Clauses 2, 3, and 4 of this Article and comply with the regulations of the foreign party sponsoring the scholarship.
Thus, students receiving scholarships sponsored by foreign parties must comply with the regulations of the foreign party sponsoring the scholarship if they temporarily suspend their studies.
