A regional university is a public higher education institution, under the Ministry of Education and Training, with functions of multi-field, multi-disciplinary training at higher education levels and performing scientific research, technology transfer to meet the economic - social development needs of regions, localities, and the entire country.

What is the organizational structure of a regional university in Vietnam?

Based on Article 4 of the Regulation on the organization and activities of regional universities and member higher education institutions issued along with Circular 10/2020/TT-BGDDT, the organizational structure of a regional university includes:

- Regional University Council.

- Director of the regional university; Deputy Directors of the regional university.

- Scientific and Training Council; other councils (if any).

- Member universities, member research institutes (if any); university units of the regional university, functional departments; scientific and technological organizations, libraries, and other service training organizations.

- Faculties, campuses, research institutes, centers, service facilities, enterprises, business establishments, and other units (if any) according to the development needs of the regional university.

Who recognizes the Director of the regional university in Vietnam?

Based on Clause 1, Article 6 of the Regulation on the organization and activities of regional universities and member higher education institutions issued along with Circular 10/2020/TT-BGDDT, it is regulated as follows:

Director of the Regional University

1. The Director of the regional university is decided by the Regional University Council and submitted to the Minister of Education and Training for recognition, dismissal, and removal according to regulations.

2. The term or appointment period of the Director of the regional university; standards for the Director of the regional university; tasks and powers of the Director of the regional university are executed under Clause 14, Article 1 of the Law amending and supplementing a number of articles of the Law on Higher Education (amending and supplementing Article 20 of the Law on Higher Education) and this Regulation.

3. Issuing a list of job positions, standards, and working conditions for each position in the dependent units and under the regional university according to legal regulations and after the Regional University Council approval; deciding to appoint professor, associate professor titles for lecturers of dependent units and units under the regional university that meet the conditions as per the law.

4. Deciding to appoint, change career titles of lecturers, principal lecturers, researchers, senior researchers, specialists, senior specialists across the entire regional university according to legal regulations.

5. Deciding to extend working time, regular salary increases, retirement for senior lecturers based on proposals from member units, dependent units, and units under the regional university as decentralized by the Minister of Education and Training and as per legal regulations.

Thus, the Director of the regional university is recognized by the Minister of Education and Training.

What are the duties and responsibilities of the Regional University Council in Vietnam?

Based on Clause 2, Article 5 of the Regulation on the organization and activities of regional universities and member higher education institutions issued along with Circular 10/2020/TT-BGDDT, the Regional University Council has duties and powers according to the provisions of the 2018 Amended Law on Higher Education, Decree 99/2019/ND-CP and performs the following duties and powers:

- Stipulating standards, number of terms, authorization of the Chairman of the Regional University Council; standards, duties, powers, election procedures, dismissal, vice-chairman of the Regional University Council (if any) and the secretary of the Regional University Council; number and structure of members of the Regional University Council; supplementation, replacement of members of the Regional University Council; forms of decision of the Regional University Council for each type of activity;

- Stipulating procedures for the Regional University Council to decide on the personnel of the Director of the regional university, deciding on other management titles under the authority of the regional university in the personnel appointment process; grounds and procedures to propose the dismissal, removal of the Director of the regional university; number of vice deans within the decision authority of the regional university; maximum period of holding the position of Director of the regional university, Deputy Director of the regional university, and other managerial titles in units under the regional university;

- Regulating the operational budget, permanent organization, supervisory body, assisting apparatus for the Regional University Council, procedures, components of the delegational conference of the regional university, and other regulations as required by the Regional University Council;

- Stipulating the division of responsibilities and other powers between the Regional University Council and the Director of the regional university; the relationship between the Regional University Council and the council of member universities, dependent and autonomous units within the regional university.

- Stipulating the assignment of representatives of the regional university to participate in the council of member universities.
