Levels of evaluation for upper secondary schools
- Upper secondarys are evaluated according to the following levels:
a) Level 1: Meeting the regulations in Section 1, Chapter II of these Regulations;
b) Level 2: Meeting the regulations in Section 2, Chapter II of these Regulations;
c) Level 3: Meeting the regulations in Section 3, Chapter II of these Regulations;
d) Level 4: Meeting the regulations in Section 4, Chapter II of these Regulations.
Therefore, an upper secondary school that meets national standards is a school that fulfills the following conditions:
- Have at least one cohort of students who have completed the upper secondary program
- Have external evaluation results achieving Level 2 or higher.

Based on Article 9 of the Regulations on educational quality accreditation and national standard recognition for secondary schools, upper secondary schools, and multi-level schools, issued together with Circular 18/2018/TT-BGDDT, the standards for facilities and teaching equipment for a level-1 national standard upper secondary school in Vietnam as follows:
- Criterion 3.1: Campus, playgrounds, and sports fields
+ The campus must be green, clean, beautiful, and safe for organizing educational activities;
+ There must be a school gate, school name sign, and surrounding walls or fencing;
+ The playgrounds and sports fields must have minimum equipment, ensuring safety for physical education, sports, and other educational activities.
- Criterion 3.2: Classrooms, subject-specific rooms, and study support areas
+ Classrooms must be equipped with suitable desks and chairs for students' height, teachers' desks and chairs, writing boards, adequate lighting, and well-ventilated conditions; ensuring no more than two shifts per day;
+ There must be enough subject-specific rooms as per regulations;
+ There must be rooms for Union-Teams activities, libraries, and traditional rooms.
- Criterion 3.3: Administrative and management area
+ Meeting the minimum requirements for the school's administrative and management activities;
+ The parking area must be reasonably arranged, ensuring safety and order;
+ Regularly repairing and supplementing equipment for the administrative and management area.
- Criterion 3.4: Sanitation area, water supply and drainage system
+ Separate sanitation areas for men, women, teachers, staff, and students must not pollute the environment; sanitation areas must be convenient for use by students with disabilities;
+ There must be a drainage system ensuring environmental hygiene; a clean water supply system ensuring drinking and living water for teachers, staff, and students;
+ Garbage collection and waste treatment ensuring environmental hygiene.
- Criterion 3.5: Equipment
+ Having enough office equipment and other devices to serve the school's activities;
+ Having enough teaching equipment meeting minimum requirements as per regulations;
+ Annually, the equipment is inventoried and repaired.
- Criterion 3.6: Library
+ Equipped with books, newspapers, magazines, maps, educational pictures, educational disks, and minimum reference publications serving research activities, teaching activities, and other school activities;
+ Library activities must meet the minimum requirements for research, teaching activities, other activities of management staff, teachers, staff, and students;
+ Annually, the library is inventoried and supplemented with books, newspapers, magazines, maps, educational pictures, educational disks, and minimum reference publications.
