A key teacher in general education is a teacher with good moral character; knowledgeable about the educational situation; with good professional competence; reputable within the school community; capable of advising, counseling, supporting, leading, and sharing with colleagues in professional activities and professional capacity development activities.

1. Selection Criteria for Key General Education Teachers
a) Being a general education teacher with at least 5 years of direct teaching experience at the same educational level at the time of selection;
b) Evaluated as competent according to the professional standards for teachers with a rating of fair or higher, with the criteria specified in Article 5 of this Regulation rated as good;
c) Capable of designing and implementing model lessons, organizing seminars, workshops, training on teaching methods, educational methods, innovative content related to professional activities, and training for colleagues in school or schools in the locality for reference and learning;
d) Capable of using foreign languages, applying information technology, utilizing technology devices in teaching and education, developing and creating digital learning materials, and training teachers;
e) Aspiring to become a key general education teacher.
In cases where the number of teachers in a general education institution meeting the conditions in points a, b, c, d, e of Clause 1, Article 12 exceeds the requirement by the superior management agency, selection shall prioritize those based on additional standards: having qualifications above the required training standards; rated as good according to professional standards for teachers; recognized as excellent teachers at the provincial level or having exceptionally outstanding achievements in teaching and education; having scientific research products, innovative solutions in teaching and education recognized and widely used in school or locality.

Thus, general education institutions will select key lower secondary school teachers according to the following standards. Hence, to become a key lower secondary school teacher, one must meet the following 5 standards:
