The National Defense Education curriculum is  developed on the following perspectives:

- Inheritance and modernity

The program is based on the principles, policies, and guidelines of the Communist Party, the State's laws about the Strategy for Protecting the Socialist Republic of Vietnam. It is constructed on the theoretical and practical foundations of traditional experiences in defending the country and Vietnamese military art, updated with modern military science and pedagogy achievements.

- Development of qualities, general competencies, and specific capabilities

The program clearly defines the qualities and competencies that students can form and develop through the subject: on one hand, the program is based on the requirements to achieve quality and competency as a basis and starting point for selecting educational content; on the other hand, the program forms and develops the main qualities and core competencies for students through guiding them in absorbing and applying the subject's content to practice.

- Practical application

The program identifies practice, training, and application as important content, as well as a practical, effective method to develop students' qualities and competencies. This content emphasizes the application of defense and security knowledge and skills into practice to contribute to developing the subject's specific competencies in National Defense and Security Education.

- National and humanistic value

It helps students recognize the correct principles of patriotism, national spirit, humanity, and the whole nation's unity in the efforts to build and protect the country; international solidarity spirit; it helps students develop humanistic values, community spirit towards values of tolerance, benevolence, respect, peace, harmony, cooperation, and for the sake of progress and social development.

- Openness and interconnectedness

Based on ensuring content according to unified themes nationwide, the program allocates certain time for schools to guide students in exploring issues related to defense, security, local traditions, and military art, and to construct educational plans suitable to local conditions.

The subject's program and lecture sequence are structured to provide coherent support across knowledge from 10th to 12th grade, meeting the requirements of teaching the National Defense and Security Education subject in high schools, suitable to students' understanding, physical development and the subject matter.

Thus, color revolution is not taught in the National Defense Education curriculum at the upper secondary level.

The required specific competencies are as follows:

Recognize defense and security issues - Explain the role and duties of defense and security in building and protecting the Socialist Republic of Vietnam; history and traditions of the Vietnamese people's armed forces in the nation-building and protection efforts throughout historical periods;

- State the legal regulations on the duties of national defense and people's security; the responsibilities of citizens in implementing legal regulations;

- Analyze and present the basic issues of territorial sovereignty and national borders; the responsibilities of citizens in protecting territorial sovereignty and national borders today;

- State the basic contents of the Law on Defense and Security Education 2013, Law on Officers of the Vietnamese People's Army 2014, Law on People's Public Security 2018, Law on Military Service 2015, Law on Road Traffic 2008, Law on Environmental Protection 2020, Law on Cybersecurity 2018...; know how to prevent crimes and social vices; the legal regulations on social vices and citizens' responsibilities in crime prevention and social vices, both inside and outside of school;

- Present basic skills in team commands; infantry combat techniques and tactics; using AK rifles, grenades; supportive tools and their usage, cases for using supportive tools;

- State the contents of civilian air defense, prevention of bombs, mines, chemical, biological, high-tech weapons, natural disasters, epidemics, and fires and explosions...; skills in observing, listening, detecting enemies, target pointing, communication, surveying; knowing how to find and maintain direction, knowing how to exploit terrain, taking advantage of terrain features and applying individual techniques and tactics in practicing military skills.
Apply learned military knowledge and skills in life - Define the roles, positions, and duties of defense, security, and the citizen's responsibilities in performing defense and security duties;

- Fulfill the citizen's responsibilities in protecting and building the country appropriate to their age;

- Recognize the schemes and tactics of hostile forces, criminals, and means of prevention and resistance; actively and proactively combat crime;

- Exploit their abilities, tools, means, materials available to overcome challenges in life, ready to respond to situations of riots, wars;

- Perform basic skills in team commands; infantry combat techniques and tactics; know how to use AK rifles; know how to listen, detect enemies, point targets, communicate, survey; know how to maintain direction, exploit terrain features, and apply individual techniques and tactics in practicing military skills;

- Fulfill legal responsibilities regarding traffic safety, environmental protection, drug prevention, cybersecurity, and unconventional security; possess skills in preventing and combating natural disasters and epidemics for oneself and the community;

- Perform basic skills in civilian air defense;

- Perform skills in prevention of bombs, mines, chemical, biological, high-tech weapons, natural disasters, epidemics, and fires and explosions...;

- Apply knowledge about civil defense, common knowledge about civilian air defense in life.
