Based on Article 2 of the Regulation on the organization and operation of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, a college preparatory school is a specialized school for children from families of ethnic groups who have long settled in areas with particularly difficult socio-economic conditions, aimed at contributing to the training of human resources for these regions.
Additionally, the college preparatory school will be given priority by the State for investment in infrastructure, equipment, and budget allocation, as well as selection and placement of staff, teachers, and employees to ensure the teaching and learning process at the college preparatory school.
Moreover, the management staff, teachers, employees, and students of the college preparatory school will also enjoy preferential policies according to State regulations.

What are the duties of a college preparatory school in Vietnam?
Based on Article 4 of the Regulation on the organization and operation of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, the duties of a college preparatory school are as follows:
- Organize selection; provide knowledge supplementation; foster cultural enrichment for students to have sufficient qualifications to enter universities, colleges, and professional secondary schools according to current regulations of the Ministry of Education and Training.
- Manage and organize the material and spiritual life for teachers, staff, and students.
- Coordinate with organizations, individuals, and students’ families in educational activities.
- Preserve and develop the cultural heritage of ethnic groups.
- Perform other tasks as prescribed by law.
What are the powers and responsibilities of a college preparatory school in Vietnam?
Based on Article 5 of the Regulation on the organization and operation of college preparatory schools issued together with Circular 24/2011/TT-BGDDT, the powers and responsibilities of a college preparatory school are as follows:
- Powers of a college preparatory school:
+ Autonomy in planning, development planning, organizing educational activities, organizing and structuring personnel;
+ Mobilize, manage, and utilize resources to achieve educational goals;
+ Cooperate and link with economic, educational, cultural, sports, healthcare organizations in scientific research (SR) domestically and internationally as prescribed by law, to improve the quality of education, integrate fostering with SR to enhance teaching and learning effectiveness;
+ Receive sponsorships from organizations and individuals as prescribed by law to supplement financial resources, contribute to building infrastructure and school equipment; implement preferential policies for students under policy categories; participate in humanitarian and charity activities;
+ Granted the land use rights by the State as prescribed by law;
+ Organize the school apparatus, recruit teachers, staff, and employees; establish and dissolve subordinate organizations and apparatuses according to State regulations.
- Responsibilities of a college preparatory school:
+ Manage teachers, staff, and employees; build a sufficient team of teachers in terms of quantity, ensuring quality standards and balancing the structural level as prescribed by the Ministry of Education and Training;
+ Be responsible for devising plans and implementing school development plans; organize educational activities; organize and personnel management in accordance with the educational development strategy and the school network planning of the State;
+ Develop curriculums, learning materials, teaching and learning plans based on detailed outlines of subjects issued by the Ministry of Education and Training;
+ Implement democracy, equality, and transparency in the allocation and performance of fostering tasks, SR activities, and financial activities;
+ Implement reporting information policies on school activities according to current regulations.
What is the organizational structure of a college preparatory school in Vietnam?
Based on Article 6 of the Regulation on the organization and operation of college preparatory schools issued together with Circular 24/2011/TT-BGDDT (amended by Clause 1 Article 1 Circular 41/2013/TT-BGDDT), the organizational structure of a college preparatory school includes:
- Rector and vice rectors.
- Functional departments.
