1. Operating funds of the parent-teacher committee:
a) The operating funds of the class parent-teacher committee are obtained from voluntary contributions from parents and other legal sponsorships for the class parent-teacher committee.
b) The operating funds of the school parent-teacher committee are derived from the operating funds of the class parent-teacher committees as recommended by the meeting of all class parent-teacher committee heads at the beginning of the school year and other legal sponsorships for the school parent-teacher committee.
2. Management and use of the funds of the parent-teacher committee:
a) The head of the class parent-teacher committee, in collaboration with the class teacher, plans the expenditure of the supported and sponsored funds and uses them only after obtaining consensus from all members of the class parent-teacher committee;
b) The head of the school parent-teacher committee agrees with the Principal on the plan to use the supported and sponsored funds and can only use them after obtaining consensus from the entire school parent-teacher committee.
3. The collection and expenditure of funds of the parent-teacher committee must ensure the principles of transparency and democracy; after expenditures, the results must be publicly reported and settled at the meetings of all class parents and the meetings of the entire school parent-teacher committee. No average funding level for parents is to be set.

4. The parent-teacher committee is not allowed to solicit contributions from students or their families:
a) Contributions that are not voluntary.
b) Contributions that do not directly serve the activities of the parent-teacher committee: Protection of school facilities, ensuring school security; supervising th means of transportation of students; cleaning classrooms or the school; rewarding management staff, teachers, school employees; purchasing machinery, equipment, teaching aids for the school, classrooms, or for management staff, teachers, school employees; supporting management, organizing teaching and educational activities; repairing, upgrading, building new school facilities.
Thus, according to the above regulations, the parent-teacher committee is not allowed to use contributions that do not directly serve the activities of the parent-teacher committee, such as:
- Protecting school facilities, ensuring school security;
- Supervising the means of transportation of students; cleaning classrooms or the school;
