Under Circular 09, what information regarding physical facilities are preschool education institutions in Vietnam required to disclose publicly?

Under Article 6 of Circular 09/2024/TT-BGDDT, preschools are required to publicly disclose the following information regarding physical facilities:

- Area of the land parcel used for building the school or schoolhouse, minimum average area per child; level of satisfaction of relevant requirements;

- Quantity and items of the block of administrative rooms; the block of rooms used for parenting, caring and educating children; the block of rooms used for providing meals for children (if cooking activities are performed); block of auxiliary facilities; technical infrastructure facilities; level of satisfaction of relevant requirements;

- Number of existing equipment, supplies and toys; level of satisfaction of relevant requirements;

- Number of toys for outdoor activities, some other equipment and conditions for parenting, caring and educational activities.

What are the objectives of publicly disclosing information by preschool education institutions in Vietnam?

Under Article 2 of Circular 09/2024/TT-BGDDT, the objectives of publicly disclosing information by preschool education institutions in Vietnam are as follows:

-  Improve transparency of information relating to educational institutions so that teachers, educational managers, employees, learners and their families, and the public can get involved in operational supervision of such educational institutions.

-  Enhance accountability of educational institutions.

What are the requirements for the preschool education program in Vietnam?

According to Article 25 of the Education Law 2019, the preschool education program is stipulated as follows:

Preschool education program

1. Preschool education program shall satisfy the following requirements:

a) Reflect the objectives of preschool education;

b) Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and evaluation of the development of children;

c) Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.

2. The Minister of Education and Training shall establish the National review council for appraising curricula for preschool education to appraise preschool education program. The council shall be composed of teachers, education managers, experienced and prestigious scientists in the field of education and representatives of relevant agencies and organisations. At least one-third of the council members must be teachers who are working in institutions of preschool education. The council and the council members shall be responsible for the appraisal contents and quality.  

3. The Minister of Education and Training shall promulgate preschool education program after receiving the appraisals of the National review council for appraising curricula for preschool education; stipulate standards, compiling and editing processes of preschool education program; stipulate standards and selection of toys and learning materials used in institutions of preschool education; stipulate the duties, powers, operating methods, standards, number and structure of members of the National review council for appraising curricula for preschool education.

Under the above regulations, the preschool education program must meet the following requirements:

- Reflect the objectives of preschool education;

- Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and evaluation of the development of children;

- Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.
