Pursuant to Clause 1, Article 6 of Circular 09/2024/TT-BGDDT regarding the disclosure of information about the teaching staff in preschool education:

Conditions Ensuring the Quality of Preschool Education Activities

  1. Information about the teaching staff, management personnel, and staff:

a) Number of teachers, management personnel, and staff categorized by job position and level of education obtained;

b) Number and percentage of teachers and management personnel meeting professional standards;

c) Number and percentage of teachers, management personnel, and staff completing annual training as required.

Accordingly, preschools must disclose the following information about their teaching staff:

- Number of preschool teachers categorized by job position and level of education obtained;

- Number and percentage of teachers meeting professional standards;

- Number and percentage of teachers completing annual training as required.

What Information Must Preschools in Vietnam Disclose About Their Plans and Results of Preschool Education Activities?

Pursuant to Article 7 of Circular 09/2024/TT-BGDDT, preschools must disclose the following information about their plans and results of preschool education activities:

(1). Information about the school year's educational activity plan:

- Enrollment plan, specifying the target groups, quotas, enrollment methods, key dates for enrollment, and related information;

- Plans for nurturing, care, and education;

- Coordination regulation between the preschool education institution and families and society;

- Daily menu for children;

- Preschool education services as regulated (if any).

(2). Information about the results of nurturing, care, and education of children from the previous school year:

- Total number of children; total number of groups, classes; average number of children per group, class (including mixed groups/classes if any);

- Number of children in mixed groups, classes (if any);

- Number of children attending two sessions per day;

- Number of children provided with day-boarding meals;

- Number of children monitored for health using growth charts and receiving periodic health checks;

- Results of implementing universal preschool education for children aged five;

- Number of children with disabilities.

(3). For preschools implementing foreign or integrated education programs: Additional disclosure of the number of children enrolled (categorized by the number of Vietnamese and foreign children).

What are Methods for Preschools in Vietnam to Disclose Information?

Pursuant to Article 14 of Circular 09/2024/TT-BGDDT:

Method of Disclosure

  1. Disclosure on the educational institution's website:

Educational institutions (excluding preschools, schools, and classes for people with disabilities without a website) must disclose information on their website, including:

a) The disclosure requirements for educational activities conducted by the institution as regulated in Chapter II of this Circular, updated by June each year;

b) Annual reports for public disclosure to stakeholders, providing an overview of the institution's operational outcomes up to December 31 each year in PDF format, including at least the contents outlined in the appendices attached to this Circular:

- Appendix I: Annual report template for educational institutions implementing preschool, elementary, and lifelong learning education programs;

- Appendix II: Annual report template for higher education institutions and preschool education programs at the college level.

c) The arrangement of the content for disclosure specified in points a and b of this Clause on the website is at the discretion of the educational institution, ensuring accessibility and ease of information retrieval.

  1. Preschools, schools, and classes for people with disabilities without a website must publicly post information at the institution as follows:

a) Contents specified in point a, Clause 1 of this Article;

b) Annual reports include the contents specified in point b, Clause 1 of this Article;

c) The location of public posting must facilitate easy access for staff, teachers, public employees, workers, learners, families, and related individuals. If there are numerous documents for posting, the institution may summarize the relevant disclosures, accompanied by directions to the full documents, ensuring easy access.

  1. Dissemination or distribution of disclosure materials at the start of the school year:

a) Institutions implementing preschool, elementary, and lifelong learning education programs should disseminate disclosures at parent meetings or distribute disclosure materials to parents in the first month of the new school year;

b) Institutions implementing higher education programs, preschool education programs at the college level, and preparatory schools should disseminate disclosures or distribute disclosure materials to learners in the first month of the new course or school year.

  1. Other disclosure forms as stipulated by law.

Thus, the methods of disclosure are as follows:

* For preschools without a website:

- Public posting at the preschool.

- Dissemination or distribution of disclosure materials at the start of the course or school year.

- Other disclosure forms.

* For preschools with a website:

- Disclosure on the preschool's website;

- Dissemination or distribution of disclosure materials at the start of the course or school year;

- Other disclosure forms.
