What information about the quality assurance conditions for educational activities shall be disclosed by preschools in Vietnam?

Pursuant to Article 6 of Circular 09/2024/TT-BGDDT, the information regarding conditions ensuring the quality of educational activities that preschools must publicly disclose is as follows:

(1). Information on the team of teachers, management staff, and employees:

- The number of teachers, management staff, and employees categorized by job position and level of training;

- The number and percentage of teachers, management staff meeting professional standards;

- The number and percentage of teachers, management staff, and employees completing annual training as prescribed.

(2). Information on facilities:

- The area of the school's land, school points, the minimum average area per child; comparison with the minimum requirements as prescribed;

- The number and categories of administrative management rooms, nurturing, care and education rooms for children, dining organization rooms (applicable to preschools with meal preparation), auxiliary blocks, technical infrastructure; comparison with the minimum requirements as prescribed;

- The number of existing equipment, utensils, and toys; comparison with the minimum requirements as prescribed;

- The number of outdoor toys, some equipment, and conditions for care, nurturing, and other education services.

(3). Information on evaluation and accreditation results of educational quality:

- The self-evaluation results of the preschool's educational quality; the quality improvement plan after self-evaluation;

- The external evaluation and recognition results of educational quality accreditation, national standard attainment of the preschool over time milestones; the plan and results of quality improvement implementation after external evaluation over the next 5 years and annually.

* preschools implementing foreign education programs or integrated education programs must additionally disclose the following information:

- The name of the program, the country providing the program, detailed information about the educational linkage partner implementing the integrated education program;

- The name of the agency or organization accrediting educational quality or the competent foreign authority recognizing educational quality;

- The language used to conduct educational activities.

What information must a preschool in Vietnam publicly disclose regarding the plan and results of educational activities?

Pursuant to Article 7 of Circular 09/2024/TT-BGDDT, preschools must publicly disclose the following information about the plan and results of preschool educational activities:

(1). Information on the preschool's educational activity plan for the school year:

- The admission plan, specifying the target audience, quotas, admission methods, timelines for admission implementation, and related information;

- The nurturing, care and education plan;

- The coordination regulations between the preschool, families, and society;

- Daily menu for children;

- preschool educational services as prescribed (if any).

(2). Information on the results of nurturing, care, and education of children from the previous school year:

- The total number of children; total number of groups, classes; the average number of children per group/class (or combined group/class);

- The number of children studying in combined groups/classes (if any);

- The number of children studying 2 sessions/day;

- The number of children receiving boarding meals;

- The number of children monitored for health using growth charts and receiving periodic health checks;

- The results of preschool education universalization for 5-year-old children;

- The number of disabled children.

* preschools implementing foreign education programs or integrated education programs must additionally disclose the number of children studying, categorized by the number of Vietnamese children and the number of foreign children.

What general information must a preschool in Vietnam publicly disclose?

Pursuant to Article 4 of Circular 09/2024/TT-BGDDT, the general information preschools must publicly disclose is as follows:

(1). The name of the preschool (including the name in a foreign language, if any).

(2). The address of the main headquarters and other operating addresses of the preschool, phone number, email address, electronic portal, or website of the preschool (hereafter referred to as the electronic portal).

(3). The type of preschool, the directly managing authority/organization or the owner; the name of the investor establishing the preschool, country/territory (for preschools with foreign investment); the list of organizations and individuals contributing capital investment (if any).

(4). The mission, vision, and goals of the preschool.

(5). A summary of the formation and development process of the preschool.

(6). Information about the legal representative or spokesperson or contact representative, including: Full name, position, workplace address; phone number, email address.

(7). Organizational structure:

- Decision on establishment, permission to establish, merger, division, separation, permission to operate education, suspension of educational activities of the preschool or its branches (if any);

- Decision recognizing the school council, president of the school council and the list of school council members;

- Decision on assignment, appointment, recognition of the principal, vice principal, director, deputy director, or head, deputy head of the preschool;

- Organizational and operational regulations of the preschool; functions, tasks, powers of the preschool and its units, affiliated units, members (if any); organizational chart of the preschool;

- Decision on establishment, merger, division, dissolution of affiliated units, members (if any);

- Full names, positions, phone numbers, email addresses, workplace addresses, duties, responsibilities of the preschool leaders and leaders of its units, affiliated units, members (if any).

(8). Other documents of the preschool: Development strategy of the preschool; grassroots democratic regulations of the preschool; resolutions of the school council; regulations on administrative, personnel, and financial management; policies attracting, developing the teaching staff and educational management staff; recruitment plans and announcements of the preschool and other internal regulations (if any).
