b) Students studying at an age higher than the prescribed age in case of grade repetition, students in areas with particularly difficult socio-economic conditions, ethnic minority students, students with disabilities, students with physical or intellectual impairments, orphans without parental support, students from poor households, students returning from abroad, or other cases as prescribed by law.

3. General education is divided into the basic education stage and the vocational education orientation stage. The basic education stage includes primary education and lower secondary education; the vocational education orientation stage is upper secondary education. Students in vocational education institutions are provided with high school cultural knowledge.

4. The Minister of Education and Training stipulates the teaching and learning of Vietnamese for ethnic minority children before entering the first grade; the teaching of high school cultural knowledge in vocational education institutions; the cases specified in Clause 2 of this Article.
