Based on subsection 2, Section 5 of the General Education Program for Literature, issued in conjunction with Circular 32/2018/TT-BGDDT, the knowledge of the Vietnamese language for 1st-grade students includes:
- Sounds, syllables, tones; characters and tone marks
- Spelling rules to distinguish: c and k, g and gh, ng and ngh
- Capitalization rules: capitalizing the first letter of a sentence, capitalizing proper names
- Vocabulary according to themes: Words referring to objects, activities, and familiar characteristics
- The use of periods and question marks: indicating the end of a sentence
- Common pronouns in communications at home and school
- Some common etiquette in communication at home and school: greetings, introductions, thank yous, apologies, asking for permission
- Information through images (non-verbal communication tools)

Who shall approve the Vietnamese language textbook for 1st-grade students?
According to Article 18 of the Primary School Charter issued in conjunction with Circular 28/2020/TT-BGDDT, primary schools generally use textbooks as follows:
Textbooks, teaching equipment, reference materials, and local educational materials
1. Primary schools use textbooks approved by the Minister of Education and Training and the People's Committee at the provincial level decides on the selection and usage for teaching and learning in local primary schools; teachers and students use textbooks for teaching and learning activities to meet the educational goals, content, and quality and competency requirements for students specified in the primary education program; primary schools must promptly and fully provide information about the textbooks used at the school for students and their families to know.

The Vietnamese language textbook for 1st-grade students is approved by the Minister of Education and Training.
What are procedures for selecting Vietnamese language textbooks for 1st-grade at primary schools?
According to Article 7 of Circular 27/2023/TT-BGDDT, the procedures for selecting Vietnamese language textbooks for 1st-grade students in primary schools are as follows:
- Step 1: The Council drafts a plan to organize the selection of textbooks for the primary school; assigns tasks to Council members.
- Step 2: Organizing the selection of textbooks within specialized departments
+ Based on the Council’s plan and textbook selection criteria, the head of the specialized department drafts a plan to organize the selection of textbooks for each subject within the department and reports to the head before implementation;
+ Organizes all subject teachers of the primary school (including tenured, contracted, seconded, adjunct, and multi-school teachers) to participate in selecting textbooks for that subject;
+ At least 20 days before the first session of the specialized department, the head of the specialized department organizes subject teachers to review textbooks, write comments, and evaluate textbooks according to the selection criteria;
+ The head of the specialized department organizes meetings with subject teachers to discuss, vote, and select one (1) textbook for that subject.
If a subject has only one approved textbook by the Minister of Education and Training, the specialized department selects the textbook per the decision without voting.
The selected textbook must have votes from at least half of the subject teachers.
If no textbook is selected by at least half of the subject teachers, the department must discuss and vote again. The selected textbook is the one that receives the highest number of votes in the second round.
In both rounds of voting, if there are two (2) textbooks with equal highest votes, the head of the specialized department decides which book to select.
Meetings of the specialized department are recorded, detailing comments and evaluations of the teachers involved, signed by the head of the specialized department and the designated minutes recorder;
+ The head of the specialized department summarizes the results and prepares a list of selected textbooks, signed by the head and the minutes recorder.
- Step 3: The Council meets, discusses, and evaluates the organization of textbook selection by the specialized departments; verifies the department meeting minutes; comment and evaluation forms on textbooks from teachers as specified in clause 2, Article 7 of Circular 27/2023/TT-BGDDT; compiles the results into minutes (including comments and evaluations on the organization of textbook selection by the specialized departments; the list of selected textbooks by the specialized departments), signed by the Council’s Chairman and Secretary.
- Step 4: The Council proposes to the head the list of textbooks selected by the specialized departments in accordance with Circular 27/2023/TT-BGDDT.
- Step 5: The primary school prepares a dossier for textbook selection and sends it to the Education and Training Department (for primary and lower secondary education levels) and the Education and Training Department (for upper secondary education).
