According to Clause 2, Article 4 of the Regulations on transferring and accepting students at lower secondary and upper secondary schools, issued together with Decision 51/2002/QD-BGDDT, the regulations on transferring to another school are as follows:

Subjects for school transfer and re-enrollment.

1. School transfer:

a) Students who move their residence with their parents or guardians.

b) Students with exceptionally difficult family circumstances or legitimate reasons necessitating a school transfer.

2. Re-enrollment:

Students re-enrolling after a period of absence but still within the stipulated age for each education level.

By comparison with these regulations, lower secondary school students will be able to transfer to another school if they fall under following cases:

(1) Students who move their residence with their parents or guardians.

(2) Students with exceptionally difficult family circumstances or legitimate reasons necessitating a school transfer.

Therefore, according to these regulations, slower econdary school students are fully allowed to request a school transfer when their parents move to a different place of residence.

1. Transfer application includes:

a) Application for school transfer signed by the parents or guardians.

e) Transfer letter issued by the principal of the school from which the student is transferring.

f) Transfer letter issued by the Head of the Department of Education and Training (for secondary schools); by the Director of the Department of Education and Training (for upper secondary schools) in case of transfers from another province or city.

Therefore, based on these regulations, lower secondary school students applying for a transfer need the following documents:

(1) Application for school transfer signed by the parents or guardians.

(2) Official academic transcripts.

(3) Certificate of admission to the first year of upper secondary school specifying the type of school admitted (public or private).

(4) Transfer letter issued by the principal of the school from which the student is transferring.

a) For lower secondary school students:

Transferring within the same province or city: The principal of the receiving school accepts the documents and reviews them according to the regulations of the Director of the Department of Education and Training.

Transferring from another province or city: The receiving Department of Education and Training accepts and introduces the student to a school according to their residence, along with verified documents.

b) For upper secondary school students:

Transferring within the same province or city: The principal of the receiving school accepts the documents and reviews them according to the regulations of the Director of the Department of Education and Training.

Transferring from another province or city: The receiving Department of Education and Training accepts, verifies the documents, and introduces the student to a school.

3. The transfer process is conducted after the end of the first semester of the school year or during summer before the new school year begins. Exceptions will be decided by the Head of the Department of Education and Training (for secondary schools) or the Director of the Department of Education and Training (for upper secondary schools) where the student is transferring to.

Therefore, in case lower secondary school students transfer within the same province or city: The principal of the receiving school accepts the documents and reviews them according to the regulations of the Director of the Department of Education and Training.

Transferring from another province or city: The receiving Department of Education and Training accepts and introduces the student to a school according to their residence, along with verified documents.
