Based on Article 6 of Decree 116/2016/ND-CP (amended by Article 3 of Decree 104/2022/ND-CP), the Application for Support Policy for students in particularly difficult communes and villages in Vietnam is stipulated as follows:
- For primary and lower secondary students attending general schools in particularly difficult communes and villages, the application includes:
+ Application for support.
+ Submission of a copy of one of the following documents: Citizen Identification Card, Certificate confirming residence information, Notification of personal identification number and citizen information in the National Population Database in cases where the agency or organization is unable to access residence information in the National Population Database.
- For upper secondary students who are ethnic minorities, the application includes:
+ Application for support;
+ Submission of a copy of one of the aforementioned types of documents.
- For upper secondary students who are the Kinh ethnic group, the applicaiton includes:
+ Application for support;
+ Submission of a copy of one of the aforementioned types of documents.
+ Document proving poor household status issued or confirmed by the commune People's Committee.
- For semi-boarding ethnic schools, the application includes:
+ Proposal for support funding and rice support;
+ List of semi-boarding students studying at the school approved by the district People's Committee;
+ List of semi-boarding students who must arrange their own accommodation.
- For general schools that organize centralized cooking for students eligible for policies, the dossier includes:
+ Proposal for support funding and rice support;
+ List of semi-boarding students eligible for meal and accommodation support at the school;
+ List of semi-boarding students who must arrange their own accommodation.

What are requirements for students in particularly difficult communes and villages in Vietnam to receive support policies?
According to Article 4 of Decree 116/2016/ND-CP, students in particularly difficult communes and villages must meet the following requirements to receive support policies:
- For primary and lower secondary students, they must meet one of the following requirements:
+ Be semi-boarding students studying at semi-boarding ethnic schools.
+ Both the student and their parents or guardians must have permanent residence in particularly difficult communes and villages and be attending schools in region III communes, particularly disadvantaged ethnic and mountainous villages; particularly disadvantaged coastal communes and islands. The home must be located at least 4 km away from the school for primary students and at least 7 km away for lower secondary students, or there must be difficult terrain and transportation access.
+ Both the student and their parents or guardians must have permanent residence in region III communes, particularly disadvantaged ethnic and mountainous villages and be attending schools in region II communes in ethnic and mountainous areas. The home must be located at least 4 km away from the school for primary students and at least 7 km away for lower secondary students, or there must be difficult terrain and transportation access.
- For upper secondary students who are ethnic minorities, they must meet the following requirements:
+ Be studying at upper secondary level.
+ Both the student and their parents or guardians must have permanent residence in region III communes, particularly disadvantaged ethnic and mountainous villages; particularly disadvantaged coastal communes and islands. The home must be located at least 10 km away from the school or there must be difficult terrain and transportation access.
- For upper secondary students who are the Kinh ethnic group, they must meet the same requirements for upper secondary students who are ethnic minorities and also belong to a household registered as poor.
What is the meal allowance for students in Vietnam?
According to point a, clause 1, Article 5 of Decree 116/2016/ND-CP, the allowance level is stipulated as follows:
Allowance Level
- Students entitled to policies as stipulated in this Decree will receive meal, accommodation, and rice support at the following levels:
a) Meal allowance: Each student will receive a monthly allowance equal to 40% of the statutory pay rate and will be supported for no more than 9 months per academic year per student;
Thus, the meal allowance for students entitled to support policies is 40% of the statutory pay rate, up to 9 months per academic year per student.
