Support for textbooks for students with difficult circumstances in areas affected by Typhoon No. 3

On September 9, 2024, the Ministry of Education and Training issued Official Dispatch 5212/BGD&DT-GDTTrH in 2024 (Download), the supply of textbooks to localities affected by Typhoon No. 3 to support textbooks for students in general and students with difficult circumstances in the affected areas is as follows:

Complying with the Prime Minister's directive from the Government of Vietnam on emergency response to Typhoon No. 3 (Typhoon Yagi Typhoon) and the subsequent heavy rains and floods; to proactively mitigate the consequences of Typhoon No. 3 and prepare conditions to welcome students back to school, the Ministry of Education and Training requests the Departments of Education and Training and publishing units to urgently implement the following tasks:

- For the Departments of Education and Training: Proactively review, assess the damage to school facilities, teaching equipment, textbooks, and learning materials for students caused by the storm and floods to have recovery plans and report to the competent authorities.

Timely support and assist students, policy families, students with difficult circumstances, and students affected by storms and floods to quickly stabilize their studies; implement safety and effective teaching solutions in schools.

Cooperate with local textbook supply units to promptly provide additional textbooks for students, ensuring sufficient textbook supply to help students quickly stabilize their studies.

- For textbook publishing units:

The Ministry of Education and Training requests them to proactively cooperate with localities to promptly review and understand the damage to textbooks caused by Typhoon No. 3 to urgently print and supplement textbooks for teachers and students to organize teaching activities, prioritizing students in the first and last grades; avoid any shortage of textbook supply.

Within their capability, publishers should cooperate with the Departments of Education and Training to proactively support textbooks, notebooks, and learning materials for students from policy families and those severely affected by storms and floods to quickly stabilize studies.

Thus, the directive requires the Departments of Education and Training to review and cooperate with textbook publishing units to promptly review and understand the damage to textbooks caused by Typhoon No. 3 to urgently print and supplement textbooks for teachers and students to organize teaching activities, prioritizing students in the first and last grades; avoid any shortage of textbook supply.

According to the National Center for Hydro-Meteorological Forecasting, Typhoon No. 3 Yagi Typhoon is one of the strongest storms in 2024.

When will students with difficult circumstances in areas affected by Typhoon No. 3 in Vietnam return to school?

Currently, agencies and organizations are actively supporting students and residents in the affected areas.

Previously, schools nationwide will organize the new school year opening ceremony on September 5, 2024. As stipulated in Article 1 of the Time Frame Plan for the 2024-2025 School Year for preschool, general, and continuing education issued by the Minister of Education and Training under Decision 2045/QD-BGDDT in 2024.

However, in regions affected by Typhoon No. 3, students have not been able to return to school yet. When students with difficult circumstances in these areas can return to school will depend on the official notice from the local schools and authorities.
