1. Content Orientation

- The upper secondary school level Continuing Education Program aims to form and develop the qualities and capabilities of learners through educational content such as language and literature education, mathematical education, social science education, natural science education, technological education, and information technology education. Each educational content is implemented in subjects and educational activities.

- Based on educational goals and requirements for qualities and capabilities to be achieved in each grade and subject, the upper secondary school level Continuing Education Program of each subject ensures learners are equipped with foundational general knowledge, meets aspirations, develops potential and talents of each learner, ensures career orientation accessibility, and contributes to local human resources development.

2. Educational Method Orientation

- Subjects and educational activities apply active learning methods to engage learners, where teachers organize and guide learner activities, create a friendly learning environment, and provide problem-solving situations to encourage learners to actively participate in learning activities, discover their abilities and aspirations, and develop self-study habits and capacities to foster accumulated knowledge and skills.

- The educational method should leverage learners' experiences, value the enhancement of self-study capabilities, and utilize modern tools and information technology to improve teaching quality and effectiveness through primary forms such as theoretical learning, exercises, experiments, games, role-playing, research projects, discussions, visits, and group activities.

- Depending on teaching objectives and content characteristics, teachers may organize learners to work independently, in groups, or collectively but must ensure each learner has opportunities to undertake learning tasks and practical experiences.

3. Teaching Organization Form Orientation

Evaluation Objectives

- To accurately and promptly provide valuable information on learners' performance in meeting required achievements and their progress throughout the learning process, to guide learning activities, adjust teaching activities, manage and improve programs, ensure individual learner progress, and enhance educational quality.

- Evaluating each subject and grade level's learning outcomes to determine the achievement level of the upper secondary school level Continuing Education Program's goals, serving as a basis for adjusting the teaching process and improving educational quality.

Evaluation Methods

- Educational outcomes are assessed through both qualitative and quantitative forms via regular and periodic evaluations. Together with results from required subjects, elective subjects, mandatory learning modules, and educational activities, and optional subjects are used to evaluate learners' overall performance during each school year and throughout the entire learning process.

- Evaluation of learning outcomes for subjects includes regular and periodic assessments.

+ Regular assessment is continuous during the teaching process by the subject teacher and includes forms such as teacher evaluations of learners, peer evaluations, and self-evaluations by learners. For regular assessments, teachers may use observations, responses to questions, tests, etc.

+ Periodic assessment is conducted mid-term and at the end of terms by the Continuing Education Centers implementing the upper secondary school level Continuing Education Program.

- Combining regular and periodic assessments. Combining different evaluation forms: assessment through tests with other forms like project evaluations, learning sheets, learning portfolios, etc.

Large-scale assessments at national or local levels are organized by national or provincial, city, or municipal examination organizations to manage teaching activities, ensure educational quality evaluation at educational institutions, serve program development, and improve educational quality.

Evaluation Requirements

- The evaluation basis includes the required achievements in qualities and capabilities as stipulated in the general issues section and the subject-specific program. Evaluation scope covers mandatory subjects, elective subjects (if any), educational activities, and learning modules. Evaluation targets include learners' learning products and progress.

- Learners are evaluated based on the achievement level of required qualities and capabilities as specified in the upper secondary school level Continuing Education Program.

- Evaluating learners' progress to support their learning and development, emphasizing motivation, and encouragement in their learning process. Ensuring evaluations are prompt, fair, objective, and do not create pressure or negative comparisons among learners.
