What contents are included in the military training of undergraduate education in Vietnam?

Military training is a shorthand term used among students; legally, it is referred to as national defense and security education.

The content of military training in universities includes: 04 modules of the National Defense and Security Education program for university students.

Based on the National Defense and Security Education Program in pedagogical colleges, higher education institutions, and universities promulgated in accordance with Circular 05/2020/TT-BGDDT, and considering the training objectives and course requirements, the program comprises 4 modules with a total duration of 165 hours. Specifically:

Module I: National defense and security policies of the Communist Party of Vietnam

Which students are exempt from military training in Vietnam?

According to Clause 1, Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH regarding students exempted from military training (National Defense and Security Education subject), the exemptions are as follows:

- Students with a reserve officer certificate or a graduation certificate from military or police academies;

- Students who already possess a National Defense and Security Education certificate corresponding to their training level;- International students.

Additionally, Clause 2, Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH establishes that students can be exempt from certain modules or content in the National Defense and Security Education program if:

- They have documentation showing that they achieved a score of 5 or higher (on a 10-point scale) for those modules or content.

Further, Clause 3, Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH states that students can be exempt from practical military skills training if they:

- Are disabled and have a disability certificate according to laws for disabled persons;

- Lack physical fitness or have medical conditions that qualify them for conscription exemption under current regulations;- Have completed military or police service.

For temporary deferment of the National Defense and Security Education subject, the directors or principals of educational institutions can grant temporary deferment. After the deferment period, educational institutions will arrange for students to join appropriate classes to complete the program.

The criteria for temporary deferment of the National Defense and Security Education subject, as stated in Clause 4, Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH, include:

- Students with health issues requiring long-term treatment, certified by the hospital where they are treated;

- Female students who are pregnant or on maternity leave according to current regulations.

Thus, according to the above regulations, all students are required to take the national defense and security education subject in universities unless exempted.

Students who have previously completed a 2-year military service are still required to take this subject but will be exempt from practical military skills training, thus only studying the theory.

How many students are in a university military training class in Vietnam?

According to Article 8 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH regarding the management and organization of teaching and learning:

Management of the subject and organization of teaching and learning:

1. Vocational education institutions organize teaching and learning of National Defense and Security Education according to their training plans.

2. Higher education institutions with departments or subjects on National Defense and Security Education organize concentrated teaching and learning according to their training plans.

3. National Defense and Security Education centers organize concentrated teaching and learning according to their training plans.

4. Educational institutions that organize practical activities involving techniques, tactics, explosives, and live ammunition must contract with local military agencies, military units, and the police to ensure absolute safety for people, weapons, and equipment.

5. Theory classes, if combined, must be suitable to the teaching method and specific conditions of the educational institutions, but should not exceed 150 students; practical classes should not exceed 40 students.

Thus, a theory class for military training should not exceed 150 students, and a practical class should not exceed 40 students.
