a) For public service providers that ensure both recurrent and investment expenditures: The number of deputies of the units under the organizational structure of a ministry or ministerial-level agency shall be arranged on average not exceeding 03 people per unit; other units shall comply with their establishment scheme (in the case of new establishment) or the autonomy scheme of the unit approved by the competent authority;
b) For public service providers that ensure recurrent expenditures only: the number of deputies of the units under the organizational structure of a ministry or ministerial-level agency shall be arranged on average not exceeding 03 people per unit; other units not exceeding 03 people;
c) For public service providers partially covering their own recurrent expenditures, public service providers whose recurrent expenditures are ensured by the state budget:
The number of deputies of the units under the organizational structure of a ministry or ministerial-level agency shall be arranged on average not exceeding 03 people per unit.
Units specified at Point a, Clause 1 (except for units under the organizational structure of a ministry or ministerial-level agency), Clause 2, and Point a, Clause 4, Article 2 of this Decree with up to 20 working public employees shall be arranged with no more than 02 deputy heads; units with more than 20 working public employees shall be arranged with no more than 03 deputy heads.
Units specified at Points b, c, d, e, Clause 1, Clause 3, Points b, c, d, Clause 4, and Clause 5, Article 2 of this Decree shall be arranged with no more than 02 deputy heads. For Level I hospitals or higher; provincial-level public health service providers tasked with disease control and prevention categorized as Level I or higher; elementary schools with multiple levels having a scale of 40 classes or more shall be arranged with no more than 03 deputy heads

- Receive training for professional and managerial skills and enjoy the policies and regulations as stipulated by law.

- Regarding educational qualifications and work time: they must have the required training qualifications as a teacher as prescribed in the Education Law 2019 for that educational level, and they must have taught for at least 05 years (or 04 years in mountainous, island, highland, remote, and ethnic minority areas or areas with particularly difficult socio-economic conditions) at that educational level.
