What conditions must a lower secondary school satisfy to establish a library in Vietnam?
According to Article 17 of Decree 93/2020/ND-CP, the conditions for establishing a library in a secondary education institution are as follows:
- Have objectives for organizing and operating the library that are appropriate and meet the functions and tasks stipulated in Clauses 1, 2, and 3 of Article 15 of the Library Law 2019; serve teachers, students, staff of the educational institution, and other individuals who need to use the library according to the library's regulations.
- Have the following information resources:
+ Textbooks, professional books for teachers, and reference books to meet the needs of learners and teachers within the educational institution. Specifically, for secondary education institutions, ensure at least 4 books per student and 1 set of books per teacher according to the teaching subject.
+ Newspapers, magazines, maps, educational illustrations, audio-visual materials, e-books, and other types of materials suitable for students' age, learning needs, and teachers' reference requirements; ensure materials closely aligned with the school's teaching and learning programs as instructed by the Ministry of Education and Training and processed according to library professional standards.
- Have library facilities and amenities that meet the following requirements:
+ Located centrally within the educational institution, convenient for library users particularly for those with disabilities;
+ Sufficient area to store information resources, conduct library activities, reading areas, staff working areas, and other necessary professional processing areas;
+ At least 50 square meters of reading space for library users; connected to the school's audio-visual rooms, computer rooms, and classroom book shelves; encouraged to organize an open library and friendly reading space;
+ Equipment and facilities that meet the professional and operational requirements of library staff and serve library users;
+ Ensure specialized equipment and means to preserve information resources, security, safety, and fire prevention and fighting.
- Library staff with at least a vocational diploma in information - library management or a graduation in another field with a certificate in information - library management skills and knowledge issued by an authorized agency or organization.

How many forms of library interoperability are there between lower secondary schools and other schools in Vietnam?
Based on Clause 2 Article 4 of the Standards for Preschool and General Education Institution Libraries issued with Circular 16/2022/TT-BGDDT, the forms of library interoperability are as follows:

a) Digital Information Resources: Libraries within the group share bibliographic databases, catalogs of digital information resources at different levels, organized according to library professional structures and database access rights;
b) Printed Information Resources: Libraries within the group periodically transfer information resources such as textbooks, professional books for teachers, reference books, newspapers, magazines, stories, educational illustrations, and other materials according to each semester,

How many staff members are there in a lower secondary school library in Vietnam?
Based on Article 13 of Circular 20/2023/TT-BGDDT, the regulations on the number of staff positions for common professional positions are as follows:
Number of Staff Positions for Common Professional Positions
1. Library, Office Administration Positions:
a) lower secondary schools with 28 or more classes in region 3, or 19 or more classes in regions 1 and 2; secondary boarding ethnic schools: up to 02 staff members;
b) lower secondary schools with 27 or fewer classes in region 3, or 18 or fewer classes in regions 1 and 2: 01 staff member;
c) Semi-boarding ethnic lower secondary schools base the number of classrooms and actual conditions to apply the staff quotas according to points a and b of Clause 1 of this Article;
d) Schools for disabled students at the secondary level: 01 staff member.
2. Clerical, Cashier, Accountant Positions:
a) lower secondary schools and semi-boarding ethnic lower secondary schools: up to 02 staff members;
b) Boarding ethnic schools, schools for disabled students at the secondary level, lower secondary schools with 40 or more classes, semi-boarding ethnic lower secondary schools with more than 200 students enjoying semi-boarding policies: up to 03 staff members;

Thus, the number of staff members in a library is as follows:
- Up to 02 staff members if the lower secondary school has 28 or more classes in region 3, or 19 or more classes in regions 1 and 2; secondary boarding ethnic schools;
- Up to 01 staff member if the lower secondary school has 27 or fewer classes in region 3, or 18 or fewer classes in regions 1 and 2;
- Semi-boarding ethnic lower secondary schools base the number of classrooms and actual conditions to apply the above 02 regulations;
- Schools for disabled students at the secondary level: 01 staff member.
