(1) Develop strategies and development plans for the school in line with the socio-economic conditions of the locality; identify the vision, mission, and core values concerning the school’s education, culture, history, and tradition.
(2) Develop and implement the school’s educational plan according to the general education program issued by the Minister of Education and Training. Coordinate with students’ families, organizations, and individuals in organizing educational activities.
(3) Recruit and admit students; manage students according to the regulations of the Ministry of Education and Training.
(4) Implement the universal education plan within the assigned scope.
(5) Organize participation of teachers, staff, and students in social activities.
(6) Manage teachers and staff according to legal regulations.
(7) Mobilize, manage, and use resources for educational activities according to legal regulations.
(8) Manage, use, and preserve facilities and equipment according to legal regulations.
(9) Conduct activities to ensure educational quality, evaluate, and accredit educational quality according to regulations of the Ministry of Education and Training.
(10) Publicly commit to educational quality, the conditions ensuring educational quality, and financial income and expenditure as per legal regulations.
(11) Implement democracy, accountability in the management of educational activities; ensure the participation of students, families, and society in managing educational activities according to legal regulations.
(12) Perform other tasks and rights according to legal regulations.

Management decentralization
1. Lower secondary schools and multi-level schools with the highest level being lower secondary schools are established by the Chairman of the District People's Committee and managed by the District People's Committee.
2. Upper secondary schools and multi-level schools with the highest level being upper secondary schools are established by the Chairman of the Provincial People's Committee and managed by the Department of Education and Training. The Department of Education and Training shall cooperate with the District People's Committee to develop coordination content in the management and organization of related educational activities of multi-level schools with the highest level being upper secondary schools.
3. Specialized schools have their own organization and operational regulations and shall implement management decentralization according to the organization and operational regulations of that type of specialized school.
