Based on Article 4 of Decree 116/2020/ND-CP, the support levels are prescribed as follows:
Support Levels and Duration
1. Support Levels:
a) Pedagogy students are supported by the state with school tuition fees equivalent to the tuition fees charged by the teacher training institutions where they are enrolled;
b) Pedagogy students are supported by the state with 3.63 million VND/month to cover living expenses during their study period at the institution.
2. The duration of support for tuition fees and living expenses is determined based on the actual months of study at the institution but does not exceed 10 months per academic year. In cases where teaching is organized according to the credit system, the teacher training institution can convert the support level to be appropriate for the credit system. The total support budget for the entire course under the credit system must not exceed the support level prescribed for the course under the annual system.
Thus, the level of tuition support for pedagogy students is equivalent to the tuition fees charged by the teacher training institution where the student is enrolled.

What are cases where pedagogy students are required to reimburse the financial support for tuition fees and living expenses in Vietnam?
Based on Clause 1, Article 6 of Decree 116/2020/ND-CP, the individuals who must repay the funds for tuition and living expense support include:
- Pedagogy students who have benefited from the policy but do not work in the education sector within 2 years from the date of the decision on graduation recognition;
- Pedagogy students who have benefited from the policy and work in the education sector but do not meet the required working duration as prescribed in Point a, Clause 2, Article 6 of Decree 116/2020/ND-CP;
- Pedagogy students who have benefited from the policy and are still in training but transfer to another training sector, voluntarily drop out, do not complete the training program, or are expelled for disciplinary reasons.
What are cases where pedagogy students are not required to reimburse the financial support for tuition fees and living expenses in Vietnam?
Based on Clause 2, Article 6 of Decree 116/2020/ND-CP, the individuals who do not have to repay the funds for tuition and living expense support include:
- Within 2 years from the date of the decision on graduation recognition, pedagogy students who work in the education sector and have a minimum working duration twice the training time from the recruitment date;
- Pedagogy students after graduation who are working in the education sector but not yet meet the required duration as prescribed in Point a, Clause 2, Article 6 of Decree 116/2020/ND-CP and are deployed by competent state agencies to work outside the education sector;
- Pedagogy students after graduation who continue to be sponsored by ordering agencies, assigned tasks, or bid-winning parties to pursue higher education and continue to work in the education sector for the period prescribed in Point a, Clause 2, Article 6 of Decree 116/2020/ND-CP.
How to apply for Tuition and Living Expense Support for Pedagogy Students in Vietnam?
Based on Article 7 of Decree 116/2020/ND-CP, the procedures for applying for tuition and living expense support for pedagogy students are as follows:
Step 1: Annually, based on the allocated targets notified by the Ministry of Education and Training, teacher training institutions notify successful candidates in teacher training fields to register under the subjects of task assignment, ordering, or bidding or training according to social needs within the notified targets of the Ministry of Education and Training.
Step 2: Within 30 days from the date of receipt of the acceptance notice, pedagogy students submit an Application for Tuition and Living Expense Support and Commitment to Repay Tuition and Living Expenses to the teacher training institution (Form No. 01 in the Appendix issued with Decree 116/2020/ND-CP) either directly, by post, or online (if available).
Students only submit one set of applications for the first support request for the entire study period at the teacher training institution.
Step 3: Teacher training institutions consolidate and notify the localities that have assigned tasks, ordered, or bid to agree on the support for pedagogy students under the subjects of task assignment, ordering, or bidding.
Step 4: The assigning, ordering, or bidding agency establishes criteria for selecting the accepted pedagogy students, cooperates with the teacher training institution to ensure fair, public, and transparent selection.
Step 5: Within 15 days from the end of the registration period, the teacher training institution agrees with the assigning, ordering, or bidding agency to confirm and notify the pedagogy students who are eligible for the support policy under the subjects of task assignment, ordering, or bidding, and reviews the eligible students for support policy within the targets notified by the Ministry of Education and Training and not within the ordering targets.
The list of pedagogy students eligible for tuition and living expense support is publicized on the website of the teacher training institution and sent to the assigning, ordering, or bidding agency for implementation.
