Pursuant to Clause 2, Article 3 of Circular 08/2024/TT-BGDDT:

Incorporated Content

1. Content

Education and propaganda about the policies and guidelines of the Vietnam Communist Party, the laws and policies of the State regarding national defense and security.

2. Specific Content

a) Primary Level

- Implementation is integrated into various subjects and educational activities for each class, according to textbooks selected by schools, suitable to students' cognitive abilities in each locality, focusing on subjects: Vietnamese Language; Natural and Social Science; Morality; History and Geography; Arts (Music, Fine Arts); Experiential Activities.

- General integrated theme from grades 1 to 5: education about love for the homeland, peace, the Socialist Republic of Vietnam; national pride, gratitude towards heroes and martyrs in constructing and defending the country; protecting national security, maintaining social order and safety; introducing Vietnam's maritime and island sovereignty; education in the spirit of solidarity, mutual support, assistance, and awareness of organizational discipline in learning.

- Integrated theme per grade

Thus, according to the above regulation, the defense and security education topics incorporated in grade 5 are the introduction of sovereignty, sovereign rights of Vietnam's seas and islands; some images of exploiting marine products and resources for socio-economic development, ensuring national defense and security; the brave examples of officers and soldiers of the Vietnam People's Army and the People's Public Security in rescue operations.

What are principles for integrating contents on national defense and security education in Vietnam?

Pursuant to Article 2 of Circular 08/2024/TT-BGDDT, when incorporating defense and security education content, the following 3 principles must be ensured:

Principle 1. Ensure alignment with the policies, guidelines of the Vietnam Communist Party, and the laws and policies of the State.

Principle 2. Ensure the objectives of building, developing thinking, nurturing life skills, the personality of the Vietnamese people—loving the country, loving the people, loving socialism, pride, and national dignity with the tradition of struggling against foreign invaders, protecting the homeland—having an awareness of organizational discipline, spirit of solidarity; the incorporated content should be focused, delivered through appropriate methods and forms.

Principle 3. The incorporation of defense and security education content in elementary and lower secondary schools must be suitable for the psychological and physiological characteristics of each age group; be carried out through the content of subjects and educational activities, ensuring consistency across educational levels and not altering the regulations of the general education curriculum framework for each level.

What are regulations on infrastructure and funding to ensure the incorporation of national defense and security education content for students in Vietnam?

Pursuant to Article 6 of Circular 08/2024/TT-BGDDT, the infrastructure and funding to ensure the incorporation of nation defense and security education content for students are as follows:

- Primary and lower secondary schools shall fully utilize existing infrastructure; plan for investment, enhance infrastructure, basic teaching equipment according to regulations, models, tools, and necessary learning materials issued by competent authorities; provide sufficient materials related to the content, knowledge, and skills of defense and security education for integration.

- Localities, primary and lower secondary schools ensure infrastructure and other necessary conditions to incorporate national defense and security education content using the school's regular budget and other lawful funding sources;

Sponsorships and support from domestic and international organizations and individuals according to legal regulations; legitimate financial resources from non-public educational institutions and other relevant organizations and individuals.
