According to Article 6 of Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the teaching hour norm for teachers in Vietnam is regulated as follows:
The teaching hour norm is the number of theoretical or practical hours each teacher must teach in a week. Specifically:
- The teaching hour norm for primary school teachers is 23 hours, for lower secondary school teachers is 19 hours, and for upper secondary school teachers is 17 hours;
- The teaching hour norm for teachers in ethnic minority boarding schools is 17 hours at the lower secondary level and 15 hours at the upper secondary level;
- The teaching hour norm for teachers in semi-boarding ethnic minority schools is 21 hours at the primary level and 17 hours at the lower secondary level;
- The teaching hour norm for teachers in schools or classes for the disabled is 21 hours for primary school teachers and 17 hours for lower secondary school teachers;
- The teaching hour norm for teachers in university preparatory schools is 12 hours;
- Teachers serving as Leader of the Ho Chi Minh Young Pioneer Organization in grade 1 schools teach 2 hours a week; in grade 2 schools, they teach 1/3 of the teaching hour norm, and in grade 3 schools, they teach 1/2 of the teaching hour norm of teachers at the same educational level. The categorization of general schools follows current regulations.

- Primary school homeroom teachers are reduced by 3 hours per week, while lower and upper secondary school homeroom teachers are reduced by 4 hours per week.
- Homeroom teachers in ethnic minority boarding schools at the lower secondary and upper secondary levels are reduced by 4 hours per week.

- Deputy subject team leaders are reduced by 1 hour per week.
- Teachers concurrently holding the positions of head of functional departments in university preparatory schools are reduced by 3 hours per week.
- Teachers concurrently serving as deputy heads of functional departments in university preparatory schools are reduced by 1 hour per week.

According to Article 9 of Circular 28/2009/TT-BGDDT (amended by Clause 9, Article 1 of Circular 15/2017/TT-BGDDT), the policies on reducing the teaching hour norm for teachers with additional roles in Communist Party, Youth Union, and other organizations within the school in Vietnam are as follows:
- Teachers concurrently serving as the secretary of the School Party Committee, Branch Secretary, or Chairman of the School Union receive a reduction of 4 hours/week in grade 1 schools and 3 hours/week in other grade schools
.- Teachers concurrently holding union-related duties follow regulations in Circular 08/2016/TT-BGDDT on policies to reduce teaching hours for teachers and lecturers undertaking non-specialized union work in public education institutions within the national education system.
- Teachers concurrently serving as the secretary or deputy secretary of the school level youth union are entitled to policies under Decision 13/2013/QD-TTg dated February 6, 2013, by the Prime Minister of the Government of Vietnam on policies for officers of the Ho Chi Minh Communist Youth Union and the Vietnam Student Association in educational and vocational institutions.
- Teachers concurrently serving as the president or secretary of the School Council are reduced by 2 hours/week.

- To ensure teaching and work quality, each teacher should not concurrently hold more than two positions and will receive the teaching hour norm reduction policy of the position with the highest hour reduction.
