Based on Clause 1, Article 4 of Decree 57/2017/ND-CP, the support levels for very small ethnic minority groups are as follows:
- Preschool children of very small ethnic minority groups studying at preschool education institutions are entitled to a support level equivalent to 30% of the statutory pay rate per child per month.
- Students of very small ethnic minority groups studying at primary schools, lower secondary schools, and upper secondary schools are entitled to a support level equivalent to 40% of the statutory pay rate per student per month.
- Students of very small ethnic minority groups studying at semi-boarding ethnic minority schools or semi-boarding students studying at public schools with semi-boarding students are entitled to a support level equivalent to 60% of the statutory pay rate per student per month.
- Students of very small ethnic minority groups studying at full-time boarding ethnic minority schools are entitled to a support level equivalent to 100% of the statutory pay rate per student per month.
- Students of very small ethnic minority groups studying at pre-university schools, higher education institutions, and vocational education institutions are entitled to a support level equivalent to 100% of the statutory pay rate per person per month.
* Based on Clause 2, Article 3 of Decree 73/2024/ND-CP, from July 1, 2024, the statutory pay rate is VND 2,340,000 per month.
* According to the regulation in Clause 1, Article 2 of Decree 57/2017/ND-CP, learners (including: preschool children, students) who belong to very small ethnic minority groups include those with a population of fewer than 10,000 people, specifically: Cong, Mang, Pu Peo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chut, O Du, Brau, Ro Mam, Lo Lo, Lu, Pa Then, La Hu.

What are the principles for enjoying the study support policy for very small ethnic minority groups in Vietnam?
According to Clause 3, Article 4 of Decree 57/2017/ND-CP, the principles for enjoying the study support policy for learners of very small ethnic minority groups are as follows:
- Students of very small ethnic minority groups studying at pre-university schools, higher education institutions, and vocational education institutions, if simultaneously studying in multiple faculties within the same institution or at multiple institutions, are only eligible for support once. In case students are temporarily suspended, the suspension period is not eligible for support.
In case students are expelled from school, they will cease to receive support immediately after leaving school.
- In case preschool children and students eligible for multiple support policies with the same nature concurrently, they are only entitled to one policy with the highest support level, specifically:
+ Students of very small ethnic minority groups studying at primary schools, lower secondary schools, and upper secondary schools entitled to study support as regulated in Decree 57/2017/ND-CP shall not receive support for study expenses as regulated in Decree 86/2015/ND-CP (expired).
+ Students of very small ethnic minority groups studying at semi-boarding ethnic minority schools or semi-boarding students studying at public schools with semi-boarding students entitled to study support as regulated in Decree 57/2017/ND-CP shall not receive meal support as regulated in Decree 116/2016/ND-CP.
+ Students of very small ethnic minority groups studying at full-time boarding ethnic minority schools and pre-university schools entitled to study support as regulated in Decree 57/2017/ND-CP shall not receive policy scholarships as regulated in Joint Circular 109/2009/TTLT/BTC-BGDDT.
+ Students of very small ethnic minority groups studying at higher education institutions entitled to study support as regulated in Decree 57/2017/ND-CP shall not receive support for study expenses as regulated in Decision 66/2013/QD-TTg Year 2013 of the Prime Minister.
+ Students of very small ethnic minority groups studying at vocational education institutions entitled to study support as regulated in Decree 57/2017/ND-CP shall not receive policy scholarships as regulated in Decision 53/2015/QD-TTg Year 2015 and shall not receive support for study expenses as regulated in Decision 66/2013/QD-TTg Year 2013.
What are the procedures, time for approval, and methods of disbursement of study support for very small ethnic minority groups in Vietnam?
Based on Article 5 of Decree 57/2017/ND-CP, the procedures, time for approval, and methods of disbursement of study support for learners of very small ethnic minority groups are as follows:
(1). Procedures and time for approval
- For preschool children and students studying at public education institutions
+ At the beginning of the academic year, preschools and general education institutions with very small ethnic minority preschool children and students shall widely disseminate, announce, and guide parents (or guardians) of preschool children; students eligible for the policy to apply for study support.
+ At the beginning of the academic year, pre-university schools, higher education institutions, and vocational education institutions with very small ethnic minority students shall widely disseminate, announce, and guide eligible students to apply for study support.
+ Within 20 working days from the date of announcement, parents (or guardians) of preschool children; students submit their applications to the education institution.
+ Within 10 working days from the application deadline, educational institutions shall review support applications, compile, and approve the list of eligible individuals, publicly post the list of eligible individuals, send a report to their direct management authority, and carry out disbursement.
Preschool children and students studying at public education institutions only need to submit a study support application once when starting at an education institution. In subsequent academic years, educational institutions shall compile and approve the list of eligible preschool children and students based on the list of currently enrolled very small ethnic minority students and applications from new students.
- For preschool children and students studying at non-public education institutions
+ At the beginning of the academic year, preschools and general education institutions with very small ethnic minority preschool children and students shall widely disseminate, announce, and guide parents (or guardians) of preschool children; students eligible for the policy to apply for study support.
+ At the beginning of the academic year, higher education institutions and vocational education institutions with very small ethnic minority students shall widely disseminate, announce, and guide eligible students to apply for study support.
+ Within 20 working days from the date of announcement, parents (or guardians) of preschool children; students submit their applications to the education institution. Educational institutions are responsible for verifying the study support applications of parents (or guardians) of preschool children; students of very small ethnic minority groups.
+ Within 30 working days from the start of the academic year, parents (or guardians) of preschool children; primary and lower secondary students submit their study support applications to the District Education Office, upper secondary students submit their study support applications to the Provincial Education Office, and students at vocational and higher education institutions submit their study support applications to the District Labor, Invalids, and Social Affairs Office where the preschool children and students have their permanent residence.
If students cannot directly submit the applications, parents can submit on their behalf.
+ Within 10 working days from the application deadline, the District Education Office, Provincial Education Office, and District Labor, Invalids, and Social Affairs Office are responsible for reviewing the applications, compiling and approving the list of eligible individuals, publicly posting the list of eligible individuals, and disbursing the support.
(2). Disbursement methods:
- Public education institutions shall directly disburse study support money to the parents (or guardians) of preschool children and to students. Disbursement is carried out monthly.
- The Provincial Education Office, District Education Office, and District Labor, Invalids, and Social Affairs Office shall directly disburse study support money to the parents (or guardians) of preschool children; students or through parents at non-public education institutions. Depending on the actual conditions of the beneficiaries, disbursement can be done monthly or quarterly.
