What are regulations on the policy for investment and development in the network of preschool education institutions and classes in Vietnam?
According to Article 3 of Decree 105/2020/ND-CP, the policy for investment and development in the network of preschool education institutions and classes in Vietnam is prescribed as follows:
- Strengthen resources from the central and local budgets to invest in infrastructure according to programs and projects to achieve the goal of solidifying preschool education institutions, ensuring the requirement by 2025 to have 01 room/group/class; invest in new construction and supplement categories to meet infrastructure standards for preschool education.
- Encourage attracting social resources to invest in infrastructure development for preschool education in all forms under the law.
- Allocate land for establishing preschool education institutions in local land-use plans; consolidate and develop the network of preschool education institutions in line with the local socio-economic conditions towards standardization, modernization, private investment, and international integration; implement universal preschool education for five-year-old children.
What is the priority policy for developing preschool education in communes with particularly difficult socio-economic conditions and socio-economically disadvantaged communes in Vietnam?
According to Article 4 of Decree 105/2020/ND-CP, the priority policy for developing preschool education in communes with particularly difficult socio-economic conditions and socio-economically disadvantaged communes in Vietnam is prescribed as follows:
- Prioritize funding investments from central and local programs and projects for establishing public preschool education institutions in communes with particularly difficult socio-economic conditions as stipulated by the Prime Minister of the Government of Vietnam, ensuring the requirement by 2025 to have 01 room/group/class and meeting the need to solidify educational institutions.
- Public preschool education institutions in communes with particularly difficult socio-economic conditions, especially disadvantaged coastal communes, islands, and socio-economically disadvantaged communes as stipulated by the Prime Minister of the Government of Vietnam, are provided with budget support for organizing meals for children as prescribed in Clause 3, Article 4 of Decree 105/2020/ND-CP.
- Financial support for organizing meals for children:
+ The financial support for organizing meals for preschool children is based on the number of children receiving semi-boarding meals, with a minimum of 2,400,000 VND/01 month/45 children, and additional support for a surplus from 20 children onward.
Each preschool education institution can receive up to 05 times the mentioned financial support per month and no more than 9 months per academic year.
+ Implementation method:
Annually, along with the state budget estimate, based on the current number of children, public preschool education institutions as prescribed in Clause 2, Article 4 of Decree 105/2020/ND-CP shall prepare the estimate according to regulations and submit it to the Department of Education and Training for consolidation, then to the respective financial agency for evaluation, and submit to competent authorities for budget approval according to the provisions of the State Budget Law 2015.
What are the policies for independent, private preschool education institutions in areas with industrial zones and high labor concentrations in Vietnam?
Based on Article 5 of Decree 105/2020/ND-CP, the policies for independent, private preschool education institutions in areas with industrial zones and high labor concentrations are as follows:
- Beneficiaries of the policy:
Independent preschool education institutions in areas with industrial zones of the private type, licensed by competent authorities, having at least 30% of children being children of workers and laborers working in industrial zones.
- Policy content:
The beneficiaries prescribed in Clause 1, Article 5 of Decree 105/2020/ND-CP are provided with one-time support for facilities, including the provision of utensils, toys, teaching equipment as per regulations of the Ministry of Education and Training, and financial support for repairing infrastructure to directly cater to the care, nurturing, and education of children.
The minimum support amount is 20 million VND per independent preschool education institution.
- Implementation method:
Based on the provisions of Clause 2, Article 5 of Decree 105/2020/ND-CP, and based on the local budget capacity and the number of eligible independent preschool education institutions, the Provincial People’s Committee shall develop plans, support options, and monitoring methods for the support and utilization of funds for the independent preschool education institutions, submit them to the Provincial People's Council for approval to organize the implementation, ensuring support for the independent preschool education institutions is completed before June 30 every year.
