According to Article 28 of Circular 57/2015/TT-BLDTBXH, teachers in vocational education centers must meet the following standards:

- Possess good character and morals;

- Meet the required level of professional training and expertise:

+ Teachers teaching at the elementary level must have a diploma from intermediate vocational training or higher, or a vocational skills certificate to teach at the elementary level;

+ Teachers teaching at the elementary level who do not have a bachelor's degree in pedagogy, a technical pedagogy diploma, or a university degree in pedagogy, technical pedagogy must have a pedagogical certificate.

- Have sufficient health according to occupational requirements;

- Have a clear background.

According to Article 29 of Circular 57/2015/TT-BLDTBXH, it is stipulated as follows:

Teachers in vocational education centers

1. The titles of teachers in vocational education centers are specified in Article 53 of the Vocational Education Law.

2. The Ministry of Labor, Invalids and Social Affairs, and the Ministry of Home Affairs shall issue regulations on the standards of teacher titles in vocational education centers as a basis for recruitment, working policies, training, and professional development, as well as other policies according to legal regulations.

Referring to Article 53 of the Vocational Education Law 2014, the titles of teachers in vocational education centers include: teacher, senior teacher, principal teacher; lecturer, senior lecturer, principal lecturer.

What are the duties and rights of teachers in vocational education centers in Vietnam?

According to Article 30 of Circular 57/2015/TT-BLDTBXH, vocational education center teachers perform their duties and rights as stated in Article 55 of the Vocational Education Law 2014 and other duties and rights. To be specific:

- Teach according to objectives, training programs, and fulfill the training program with quality.

- Periodically study, train to improve professional skills, and teaching methods.

- Exemplify the performance of civil duties, legal regulations, and the statute, regulations of the vocational education center.

- Maintain the character, reputation, and honor of teachers; respect students' personality, treat students fairly, protect the legitimate rights and interests of students.

- Participate in managing and supervising the vocational education center; participate in Communist Party, union work, and other social activities.

- Utilize teaching materials, tools, equipment, and facilities of the vocational education center to perform assigned tasks.

- Sign short-term teaching contracts with other vocational education institutions in accordance with the law.

- Contribute opinions on the institutions' policies, plans, programs, curriculum, teaching methods, and other issues related to teachers' rights.

- Teachers should spend time, and vocational education centers should allocate time for teachers to intern at enterprises to update and improve practical skills and access new technologies according to regulations.

- Other duties and rights according to legal regulations.

- Comply with the center's regulations, rules, and provisions.

- Implement work policies for teacher titles issued by the Minister of Labor, Invalids, and Social Affairs.

- Be assigned to teach specializations they were trained in; choose teaching methods and tools to enhance personal abilities, improving training quality and efficiency; be provided with equipment, means, and working conditions to perform tasks according to legal regulations; be provided information related to tasks and rights assigned.

- Enjoy salaries, allowances, subsidies, and other policies according to legal regulations; teachers in public vocational education centers working in regions with particularly difficult socio-economic conditions are entitled to allowances and preferential policies according to regulations by the Government of Vietnam.

- Be trained and nurtured to improve professional skills, teaching methods according to the centers' plan and condition; participate in managing and supervising the center's activities; participate in Communist Party, union, and social activities as per legal regulations.

- Be protected for their honor and dignity.

Participate in discussions and make suggestions about training development policies, curricula, content, teaching methods, organization, and management of the center; enjoy summer breaks, semester breaks, lunar new year holidays, other public holidays, weekly breaks, and other leaves as per legal regulations.

- Attend meetings held by councils established by the center when these councils address issues related to students from the classes they are assigned to lead.

- Sign short-term teaching contracts at other vocational education institutions, provided their assigned duties as per Article 57 of the Vocational Education Law 2014 are completed.

- Enjoy policies stipulated in Article 58 of the Vocational Education Law 2014 and other benefits according to legal regulations.

- Teachers engaging in scientific and technological activities enjoy rights as prescribed in the Law on Science and Technology 2013; teachers managing tasks at vocational education centers who participate in teaching are entitled to policies for teachers as required by law and the center's legitimate regulations.

- Participate in managing students and contributing to community responsibilities.

- Undergo the center's supervision in terms of content, quality, teaching methods, and scientific research.

- Complete other tasks assigned by the center, department, or group.
