- Having good political and ethical qualities, holding a Ph.D. degree, having sufficient health to perform their duties, possessing scientific credibility and experience in higher education management; the age to hold the position of president of a public higher education institution is as prescribed by law;

- Meeting the specific standards for university principals as stipulated in the organizational and operational regulations of the higher education institution.

What Are the Responsibilities and Authorities of University Principals in Vietnam?

According to Clause 3, Article 20 of the Law on Higher Education 2012, as amended by Clause 14, Article 1 of the Amended Law on Higher Education 2018, the responsibilities and authorities of university principals are as follows:

- Representing the higher education institution in legal matters and being the account holder of the institution, unless otherwise stipulated in the organizational and operational regulations of private higher education institutions or non-profit private higher education institutions;

- Organizing the implementation of professional and academic activities, organization, personnel, finance, assets, domestic and international cooperation, and other activities in accordance with the law, the organizational and operational regulations of the higher education institution, and the decisions of the university council;

- Submitting documents under the authority of the university council after organizing the collection of opinions from relevant organizations, units, and individuals within the higher education institution; issuing other regulations of the higher education institution according to the organizational and operational regulations;

- Proposing to the university council to consider the appointment, dismissal, and removal of management positions under the authority of the university council; executing the appointment, dismissal, and removal of other management positions within the higher education institution, deciding on investment projects according to the organizational and operational regulations;

- Annually reporting to the university council on the performance of duties of the university president and the executive board, the financial status, and assets of the higher education institution; ensuring transparency in information; complying with reporting policies and subjecting to inspections by competent authorities; being accountable within the scope of duties and authorities assigned;

- Performing other duties and exercising other rights as prescribed by law; being accountable before the law, the university council, and relevant parties; and being supervised by relevant individuals and organizations regarding the performance of assigned duties and authorities.

Does the President Grant Doctoral Degrees to Doctoral Students at Higher Education Institutions in Vietnam?

According to Clause 2, Article 38 of the Law on Higher Education 2012, as amended by Clause 23, Article 1 of the Amended Law on Higher Education 2018, it is stipulated as follows:

Higher Education Diplomas

1. Higher education diplomas in the national education system include bachelor's, master's, doctoral degrees, and equivalent qualifications.

2. Students who complete the training program, meet the output standards of the training level as prescribed, and fulfill their obligations and responsibilities will be granted the corresponding diplomas by the president of the higher education institution.

3. The higher education institution designs, prints forms, issues diplomas to students, and manages diplomas and certificates following the law; publicly announces diploma templates, and information related to diploma issuance on its website.

4. The Minister of Education and Training negotiates, signs, or proposes competent authorities to negotiate and sign international agreements on diploma recognition with countries, international organizations, and other entities.

5. The Minister of Education and Training specifies the main contents recorded on the diploma, the diploma supplement; principles for printing forms, managing, issuing, revoking, and destroying higher education diplomas; responsibilities and authority for diploma issuance by Vietnamese higher education institutions when cooperating in training with foreign higher education institutions; the responsibility of foreign-invested higher education institutions to issue higher education diplomas in Vietnam; conditions, procedures for recognizing higher education diplomas issued by foreign higher education institutions.

6. the Government of Vietnam issues the higher education diploma system and regulates diplomas and certificates for certain specialized training sectors.

Therefore, students pursuing doctoral degrees at higher education institutions who meet the graduation requirements and diploma granting criteria will be issued diplomas by the president of the higher education institution.
