According to Article 3 of Circular 40/2020/TT-BGDDT, full-time lecturers at public universities must meet the following ethical standards:
- Be devoted to the profession, uphold the qualities, reputation, and honor of a teacher; foster solidarity, respect, and cooperation with colleagues in life and work; demonstrate kindness, tolerance, and affability towards students, trainees, and researchers; protect the legitimate rights and interests of learners, colleagues, and the community.
- Be dedicated to work; comply with the internal regulations and policies of the public university and legal regulations of the sector.
- Be fair in teaching and education, accurately assess the abilities of learners; practice thrift, combat achievement disease, and fight corruption and wastefulness.
- Fulfill other ethical standards as prescribed by law.
What are the standards for professional competence and expertise that full-time lecturers at public universities must meet?
According to Clause 3, Article 6 of Circular 40/2020/TT-BGDDT, full-time lecturers at public universities must meet the following standards for professional competence and expertise:
- Have solid knowledge of the subjects assigned to teach and basic knowledge of related subjects in the assigned training major;
- Understand and effectively implement the objectives, plans, content, and programs of the subjects assigned to teach; quickly grasp the practical requirements for the training major;- Lead at least one scientific and technological task at the institutional level or higher, which has been accepted with satisfactory results or higher;
- Lead or participate in compiling at least one book serving education, which is reviewed, accepted, and used in training and professional development from the undergraduate level upwards, relevant to the teaching or training major of the lecturer and has an international standard ISBN code;- Author of at least three scientific articles resulting from the lecturer's research work, published in scientific journals with an international standard ISSN code;
- Be capable of applying information technology and using foreign languages in performing the tasks of a full-time lecturer (Grade II);
- Public employees entering the examination or consideration for promotion from the professional title of lecturer (Grade III), code V.07.01.03 to the professional title of full-time lecturer (Grade II), code V.07.01.02 must have held the professional title of lecturer (Grade III), code V.07.01.03 or equivalent for at least nine years if holding a master's degree, and at least six years if holding a doctoral degree;
Within that period, there must be at least one year (full 12 months) holding the professional title of lecturer (Grade III), code V.07.01.03 as of the deadline for submitting the application for examination or consideration for promotion.
What are the duties of full-time lecturers at public universities in Vietnam?
According to Clause 1, Article 6 of Circular 40/2020/TT-BGDDT, full-time lecturers at universities have the following duties:
- Teaching, guiding, and grading thesis projects, graduation dissertations; participating in teaching master's and doctoral programs, and guiding and evaluating master's theses and doctoral dissertations if meeting the criteria as prescribed;
- Leading or participating in the development and enhancement of training programs; proposing policies, directions, and measures for the development of the assigned field or major; proactively suggesting solutions to improve teaching quality, and methods of evaluating the learning and training results of learners;
- Leading or participating in compiling books serving education; leading or participating in the implementation of scientific and technological tasks;
- Leading or participating in evaluating projects and research topics; writing and presenting scientific reports at conferences and workshops; participating in international cooperation activities and ensuring the quality of higher education;
- Participating in class leadership, academic advising; guiding discussions, practices, experiments, and internships;
- Participating in training lecturers as required for professional and technical development of the department or major;
- Studying and developing political theory, professional skills, and teaching methods; participating in practical activities to improve the quality of education and scientific research;
- Participating in management tasks, Communist Party, Union activities, and fulfilling other tasks according to the organization and operation regulations of public universities and other relevant legal provisions.
