- Institutions of continuing education
- Institutions of vocational education – continuing education;
- Community learning centers;
- Other centers that conduct continuing education.
What are the standards for the Director of the Continuing Education Institution in accordance with Vietnam's current regulations?
According to Clause 2, Article 6 of the Regulation on the organization and operation of Continuing Education Institutions issued together with Circular 10/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, the standards for a director are as follows:

2. Standards for the Director of the Center
a) Must be in good health, have good political qualities, and ethics;
b) Must possess at least a bachelor's degree in teacher training or a bachelor's degree in a relevant field and a certificate in pedagogical training;
c) Must have at least 5 years of experience in the education sector;
d) Must have undergone training and professional development in educational management.
Therefore, the director of a Center for Continuous Education must be in good health, have good political qualities and ethics, and meet the following additional standards:
- Possess at least a bachelor's degree in teacher training or a bachelor's degree in a relevant field and a certificate in pedagogical training;
- Have at least 5 years of experience in the education sector;
- Have undergone training and professional development in educational management.

What are the duties and powers of the Director of a Center for Continuous Education?
Based on Clause 4, Article 6 of the Regulation on the organization and operation of Continuing Education Institutions issued with Circular 10/2021/TT-BGDDT, the director of a Continuing Education Institution has the following duties and powers:
- Develop and approve the strategy and development plan of the Center;
- Develop regulations on: quantity, labor structure, job positions, recruitment, management, use, and development of staff, teachers, and employees in accordance with the law;
- Decide on the establishment, merger, division, separation, dissolution of the Center's organizations; appoint, dismiss and remove heads and deputy heads of the Center's organizations;
- Develop plans and development for the teaching staff, managerial staff; decide on salary payments based on job positions linked to the efficiency and quality of work; recruit employees based on the needs of the center;
Manage and use public employees and terminate contracts as prescribed by law. Annually, organize reviews and classifications of teachers, management staff, and employees;
- Organize and direct the construction of a healthy pedagogical environment; ensure political security and social order within the center;
- Implement democratic regulations within the center; implement the State's policies towards managerial staff, teachers, employees, and learners in the center in accordance with the law;
- Sign cooperation contracts with other educational institutions; production, business, and service facilities in educational activities or production, business service organizations as prescribed by law;
- Grant academic reports, certificates, and acknowledgments for learners who meet requirements as prescribed;
- Decide on rewards and disciplines for managerial staff, teachers, employees, and learners within the scope of delegated management authority;
- Manage facilities, assets, finance and organize the exploitation and effective use of mobilized resources to serve the center's educational and training activities according to the law;
- Implement policies on information, reporting, and be subject to supervision, inspection, and audit according to law;
- Annually, report the results of task and authority implementation to the direct managing agency;
- Other duties and powers as prescribed by law.
Can the Director of a Continuing Education Institution appoint a deputy director?
According to Article 7 of the Regulation on the organization and operation of Continuing Education Institutions issued with Circular 10/2021/TT-BGDDT which regulates deputy directors of the center as follows:

1. The Deputy Director of the Center assists the Director in managing and operating the center’s activities.
2. Standards for the Deputy Director of the Center
a) Must be in good health, have good political qualities and ethics;
b) Must possess at least a bachelor’s degree in teacher training or a bachelor's degree in a relevant field and a certificate in pedagogical training;
c) Must have at least 3 years of experience in the education sector;
3. The Department of Education and Training decides to recognize, appoint, reappoint, exempt, move, transfer, reward, discipline, and implement policies for the Deputy Director of the Center according to the law.
Thus, the Department of Education and Training decides on the appointment of the Deputy Director of the Center for Continuous Education. Therefore, the director does not have the authority to decide on the appointment of the deputy director of the Center for Continuous Education.
