What are the standards for teachers in Vietnam serving as the Leaders of the Ho Chi Minh Young Pioneer Organization?

Based on Article 2 of Circular 27/2017/TT-BGDDT, the standards for a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization are as follows:

- Be a primary school teacher or a lower secondary school teacher at public schools.

- Meet the standards for each professional title class according to the regulations of Circular 02/2021/TT-BGDDT and Circular 03/2021/TT-BGDDT.

- Have been trained in team work skills along with the teaching specialty or have taken supplementary courses on team work.

- Have the ability to cooperate with organizations within and outside the school to organize team activities and children's movements.

Furthermore, teachers with abilities in music, fine arts, physical education, presentation, event organization, and communications will be given priority to be appointed as the Leaders of the Ho Chi Minh Young Pioneer Organization.

What are the duties and powers of a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization in Vietnam?

Based on Article 3 of Circular 27/2017/TT-BGDDT, the duties and powers of a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization are:

- To perform the duties and exert the powers of teachers at each educational level as stipulated in the current school regulations.

- Advise the principal on matters within the scope of professional and occupational team work and children's movements within the school.

- Develop, organize, and manage activity programs for team members and students within the school according to the plan of the Education sector, the team and children's movement program of the Team Council at all levels.

- Build a team organizational system within the school according to the principles of organization and operation of the Ho Chi Minh Young Pioneer Team; train the the Leader of the Ho Chi Minh Young Pioneer Organization, team committees at all levels.

- Coordinate with related organizations and individuals to organize team activities and children's movements, and educational activities within the school.

- Study, train, and attend professional improvement courses, pedagogy, team work, and children's movements organized by the Education sector and the Team Council at all levels to enhance professional qualifications and skills.

- Be ensured the conditions to implement team activities and children's movements, and educational activities suitable to the actual conditions of the school and locality.

What are procedures for appointing a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization in Vietnam?

Article 4 of Circular 27/2017/TT-BGDDT stipulates as follows:

Appointing a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization

1. The principal shall reach an agreement with the school council on the selection of a teacher to be in charge of the Leader of the Ho Chi Minh Young Pioneer Organization.

2. The principal shall issue a decision to appoint the teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization of the school after obtaining the unified opinion of the district or provincial education and training service (the direct management unit of the school) and the corresponding Team Council.

Article 5 of Circular 27/2017/TT-BGDDT stipulates the term for which a teacher is appointed in charge of the Leader of the Ho Chi Minh Young Pioneer Organization as follows:

Term for the appointment of a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization

1. The term for the appointment of a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization is 5 years. At the end of this term, the school is responsible for reassigning the teacher to teach according to the trained specialty.

2. In case the teacher’s term has expired but the teacher still meets the standards and wishes to continue to be in charge of the Leader of the Ho Chi Minh Young Pioneer Organization, the principal shall reach an agreement with the school council to consider and decide according to the provisions of Clause 2, Article 4 of this Circular.

3. In case the teacher does not complete the term of appointment but resigns from the position of team leader, the principal shall issue a decision to relieve the teacher of the the Leader of the Ho Chi Minh Young Pioneer Organization position and, in consultation with the school council, select and appoint another teacher to replace them according to the provisions of Clause 2, Article 4 of this Circular.

Thus, the procedure to appoint a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization is as follows:

Step 1: The principal and the school council agree on the selection of a teacher to be in charge of the Leader of the Ho Chi Minh Young Pioneer Organization.

Step 2: After reaching an agreement, the principal issues a decision to appoint the teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization of the school. The term for the appointment of a teacher in charge of the Leader of the Ho Chi Minh Young Pioneer Organization is 5 years.

In case the teacher’s term has expired but the teacher still meets the standards and wishes to continue to be in charge of the Leader of the Ho Chi Minh Young Pioneer Organization, the principal shall reach an agreement with the school council to consider and decide according to the provisions.
