What are the standards for a Grade 1 preschool teacher in Vietnam?
Based on Article 5 of Circular 01/2021/TT-BGDDT, (Clause 2 repealed and amended by Clauses 2, 4, 7, 8, and Clause 14, Article 1 of Circular 08/2023/TT-BGDDT) as follows:
Grade I Preschool Teacher - Code V.07.02.24
1. Duties
In addition to the duties of a Grade II Preschool Teacher, a Grade I Preschool Teacher must perform the following tasks:
a) Participate in editing or composing training materials for preschool teachers at the district level or higher;
b) Participate in training sessions or provide advice, support, guidance, and sharing of professional expertise for preschool teachers at the school level or higher;
c) Be part of the judging panel in competitions for the preschool education level from the district level or higher;
d) Join self-assessment councils or external evaluation teams, or conduct professional and pedagogical skills evaluations at the district level or higher.
3. Standards for training and professional development
a) Have a bachelor's degree in preschool education or higher; or have a degree in preschool education from a pedagogical college and a bachelor's degree in educational management or higher;
b) Have a certificate of training according to the professional title standards for preschool teachers.
4. Standards for professional capacity
a) Actively implement and promote policies, laws of the Communist Party and the State, and requirements of the education sector and local regulations into assigned duties;
b) Creatively and flexibly implement and share experiences, providing guidance to colleagues to execute the preschool education program and plan;
c) Actively share experiences, guide, and support colleagues, parents, and guardians in child care and education; be capable of performing core teacher duties;
d) Be proficient in applying information technology in professional activities; capable of using a foreign language or an ethnic minority language as required by the job position;
đ) Recognized as a grassroots-level emulation soldier or an excellent teacher from the district level or higher, or awarded certificates of merit from the provincial level or higher.
e) Applicants for the Grade I Preschool Teacher title (code V.07.02.24) must have held the Grade II Preschool Teacher title (code V.07.02.25) or equivalent for at least 9 years up to the deadline for the application submission or promotion consideration.
Therefore, according to the above regulations, Grade I Preschool Teachers must meet the following two standards:
*Standard for training and professional development
- Have a bachelor's degree in preschool education or higher; or have a degree in preschool education from a pedagogical college and a bachelor's degree in educational management or higher;
- Have a certificate of training according to the professional title standards for preschool teachers.

Therefore, according to the regulations, there are 3 grades for the professional title of preschool teachers: 1, 2, and 3.
What is the standard qualification for preschool teachers in Vietnam?
Based on Article 72 of the Education Law 2019, the standard qualification for teachers is stipulated as follows:
Standard qualification for teachers
1. The standard qualification for teachers is defined as follows:
a) Have a degree in preschool education from a pedagogical college or higher for preschool teachers;
b) Have a bachelor's degree in teacher training or higher for primary, secondary, and high school teachers.
In cases where there are no teachers with a bachelor's degree in teacher training for a particular subject, a bachelor's degree in a relevant field along with a pedagogical training certificate is required;
c) Have a master's degree for university lecturers, and a doctoral degree for lecturers guiding master's dissertations or doctoral theses;
d) The standard qualification for teachers in vocational education institutions shall be implemented according to the Vocational Education Law.
2. the Government of Vietnam stipulates the implementation roadmap to raise the standard qualification for preschool, primary, and secondary school teachers as defined in points a and b of Clause 1 of this Article. The Minister of Education and Training, and the Minister of Labor, Invalids and Social Affairs, within the scope of their duties and authority, shall prescribe the use of teachers not meeting the standards specified in Clause 1 of this Article.
Therefore, the standard qualification for preschool teachers is having a degree in preschool education from a pedagogical college or higher.
