According to the provisions in Article 5 of Circular 05/2024/TT-BGDDT, public employees teaching in pedagogical colleges can apply for professional title promotion for principal lecturer of pedagogical college (rank 2), code V.07.08.21 when the following standards and conditions are met:
- The pedagogical college has a need, has a job position corresponding to the rank of the public employee seeking promotion, and is nominated by the competent authority to attend the promotion examination.
- Currently holding the rank of lecturer of pedagogical college (rank 3), code V.07.08.22.
- Rated at least "completed tasks well" in the year immediately preceding the year of examination; possesses good political, ethical qualities; not under disciplinary action; and not subject to any disciplinary regulations by the Communist Party and the law.
- Meets the minimum working time requirement for the rank of lecturer of pedagogical college (rank 3), code V.07.08.22.
- Meets the education, training, and professional standards for the principal lecturers of pedagogical colleges (rank 2), code V.07.08.21 as specified in Clauses 2 and 3 of Article 5 Circular 35/2020/TT-BGDDT.

Duties of a principal lecturer of a pedagogical college in Vietnam?
According to Clause 1 of Article 5 Circular 35/2020/TT-BGDDT, a principal lecturer of a pedagogical college (rank 2) - code: V.07.08.21 has the following duties:
- Teaching; guiding students in special topics and graduation theses (if any).
- Educating professional ethical qualities and working styles to students through teaching; evaluating students' learning outcomes and graduation results.
- Organizing and guiding students in scientific research; providing guidance on effective learning and research methods; identifying students' talents to organize training and nurture their abilities.
- Leading or participating in the development and evaluation of programs; regularly updating scientific achievements into the curriculum; innovating teaching methodologies and methods of assessment of students' learning and training results.
- Participating in the training, developing the team of pedagogical college lecturers according to professional and skill development requirements; leading or participating in organizing professional activities within departments, faculties, and educational institutions.
- Participating in class supervision, academic advising; guiding discussions, practica, laboratory experiments, and internships.
- Engaging in the compilation of textbooks, reference books, monographs, guides, and translating books and textbooks from foreign languages into Vietnamese.
- Pursuing advanced political theory, professional skills, and teaching methodologies; participating in practical activities to improve training quality and scientific research.
- Participating in management activities, party work, collective activities, and fulfilling other tasks according to the organizational regulations and activities of educational institutions as well as other legal provisions.
What are the standards for professional competence and expertise of a principal lecturer of a pedagogical college in Vietnam?
According to Clause 3 of Article 5 Circular 35/2020/TT-BGDDT, the standards for professional competence and expertise for a principal lecturer of a pedagogical college are as follows:
- Having in-depth knowledge of the subjects being taught, related subjects, and broad understanding of professional practice.
- Mastering the realities and trends in the training and scientific research of the specialty; proficiently applying pedagogical skills and methods in teaching; capable of evaluating and summarizing teaching experiences and methodologies for dissemination and application in educational institutions.
- Leading at least one scientific and technological task at the institutional level or higher, which has been accepted with a successful result.
- Leading or participating in the compilation of at least one training-supporting book, evaluated and accepted by a scientific council (approved by the head of the educational institution or competent authority) and used in training from intermediate level upwards, suitable for the lecturer's teaching or training specialty, and has an international ISBN.
- Authoring at least two scientific articles, which are research works of the lecturer of pedagogical college published in scientific journals with international ISSN.
- Capable of applying information technology and using foreign languages in performing the duties of the principal lecturers of pedagogical colleges (rank 2).
- Employees taking exams or seeking professional title promotion for principal lecturer of pedagogical college (rank 2) must have held the rank of lecturer of pedagogical college (rank 3) or equivalent for a minimum of 9 years for those with a university degree, or 6 years for those with a master's degree; in which, must have held the rank of lecturer of pedagogical college (rank 3) for at least 1 year (12 months) by the end of the application deadline for the exam or promotion consideration.
