Pursuant to Article 72 of the Education Law 2019:
Standard qualifications for educators
1. The standard qualifications for educators are defined as follows:
a) Possessing a college degree in education or higher for preschool teachers;
b) Possessing a bachelor's degree in a teacher training discipline or higher for primary, lower secondary, and upper secondary school teachers.
In the case where a subject does not have enough teachers with a bachelor's degree in a teacher training discipline, they must have a bachelor's degree in a related discipline and a pedagogical training certificate;

The Government of Vietnam shall provide a roadmap for implementing the improvement of the standard qualifications for preschool, primary, and lower secondary school teachers as stipulated in points a and b of clause 1 of this Article. The Minister of Education and Training and the Minister of Labor, Invalids, and Social Affairs, within the scope of their duties and powers, shall prescribe the use of educators who do not meet the requirements stipulated in clause 1 of this Article.
Thus, according to the regulations, primary school teachers must possess a bachelor's degree in a teacher training discipline (pedagogy) or higher; or a bachelor's degree in a related field and a pedagogical training certificate.
Are primary school teachers in Vietnam entitled to policies for training and professional development?
Pursuant to Article 73 of the Education Law 2019, the regulations on training and professional development for educators are as follows:
1. The state shall implement policies for training and professional development to enhance the political, professional, and vocational levels for educators; educators assigned to training and professional development shall receive salaries and allowances as prescribed by the Government of Vietnam.
2. Educational institutions are responsible for facilitating conditions for educators to achieve standards in training and professional development per the legal regulations.
Thus, according to the regulations, primary school teachers are subject to state policies for training and professional development to enhance their political, professional, and vocational levels. Educators assigned to training and professional development will receive salaries and allowances as prescribed by the Government of Vietnam.
In addition, educational institutions are responsible for facilitating conditions for educators to receive training and professional development.

What are rights of primary school teachers when they serve as homeroom teachers in Vietnam?
Pursuant to Article 29 of the primary school regulations issued with Circular 28/2020/TT-BGDDT, the rights of primary school teachers are stipulated as follows:
Teacher and staff rights are as follows:
- Being entitled to salaries, allowances, subsidies, benefits, and other policies as prescribed; being entitled to change professional title ranks; being protected for their dignity, honor, health, and enjoying material and spiritual rights as prescribed.
- Exercising autonomy in performing professional tasks with the support of the professional team and the school in selecting and adjusting educational content; applying educational methods and evaluating students suitable to specific students and school conditions.
- Being facilitated to improve their professional development; being entitled to salaries, allowances, and other policies as prescribed when being assigned by the competent authority for training and professional development.
- Being rewarded, given emulation titles, and other noble titles as prescribed.
- Exercising other rights as prescribed by law.
In addition, teachers who serve as homeroom teachers, in addition to the aforementioned rights, also have the following rights:
- Attending the lessons and other educational activities of the students in their class.
- Attending meetings of the commendation and disciplinary councils and other councils when resolving issues related to their class students.
- Attending training classes and thematic conferences on class teaching.
- Having the right to approve individual student leave for no more than 3 consecutive days.
- Being reduced weekly teaching hours and other rights as prescribed.
Teachers serving as team leaders are entitled to the prescribed policies and benefits.
Are primary school teachers in Vietnam allowed to smoke?
Pursuant to Article 31 of the primary school regulations issued with Circular 28/2020/TT-BGDDT, the regulations on the behavior and dress code of teachers and staff are stipulated as follows:
Behavior and dress code of teachers and staff
1. The behavior and dress code of teachers and staff are implemented according to educational sector and legal regulations, particularly:
a) Not distorting educational content, teaching incorrect knowledge.
b) Not cheating in assessments or deliberately misjudging students' educational results.
c) Not forcing students to attend extra classes for material gain.
d) Not abandoning or arbitrarily reducing educational content.
e) Not insulting the dignity, honor, or physical integrity of others; not smoking; not drinking alcohol or beer; not causing disorder and security issues.
2. Staff must not obstruct or cause difficulties in assisting, serving educational work, and other school-related tasks.
Smoking is one of the behaviors that primary school teachers are prohibited from engaging in.
Therefore, primary school teachers are not allowed to smoke. (This may be a prohibited behavior during teaching or participating in other educational-related activities).
