Terminology Explanation
In this Law, the terms below are understood as follows:
1. Formal education is education conducted in educational institutions to implement a specific educational program, established according to the objectives of educational levels, training levels, and granted diplomas by the national education system.
2. Continuing education is education to implement a specific educational program, organized flexibly in terms of implementation form, time, method, location, meeting the lifelong learning needs of the learner.
3. Education quality accreditation is the activity of evaluating and recognizing educational institutions or training programs as meeting educational quality standards issued by authorized agencies or organizations.
4. Academic year is the form of organizing the educational and training process by school year.
5. Credit is a unit used to measure the accumulated amount of knowledge, skills, and learning outcomes within a certain period of time.
6. Module is a unit of learning integrating knowledge, skills, and attitudes in a complete way to enable learners to fully perform one or several tasks in a profession.
7. Standard learning outcome is the required achievements regarding the qualities and capabilities of learners after completing an educational program.

What are the requirements for developing the standard learning outcomes for undergraduate training programs in Vietnam?
Based on the provisions in Article 5 of Circular 17/2021/TT-BGDDT, the requirements for developing the standard learning outcomes for undergraduate training programs in Vietnam are as follows:
- Must be clear and practical, reflecting the learning outcomes graduates need to achieve in general understanding and core competencies at the training level, as well as the specific requirements of the training field and discipline.
- Must be measurable and assessable according to cognitive levels as a basis for designing, implementing, and improving content and teaching methods; evaluating learning outcomes and awarding degrees to learners.
- Must be consistent with the goals of the training program, showing clear contribution and reflecting the highly representative requirements of employers and other stakeholders.
- Must specify the particular training level and meet Standard learning outcomes concerning knowledge, skills, autonomy, and responsibility, the necessary competencies as prescribed for the corresponding level according to the Vietnamese National Qualifications Framework.
- Must ensure connectivity with the input standards of the higher training level (if any), while creating opportunities for lateral mobility between programs of the same training level, especially between programs within the same discipline group or field.
- Must be concretely and clearly expressed in the Standard learning outcomes of course modules and components in the training program, and systematically implemented through the connection between course modules and components.
- Must ensure feasibility and suitability with the program volume so that most students who meet the input standards have the ability to complete the training program within the standard timeframe.
Is experience a requirement of the input standard for undergraduate training programs in Vietnam?
According to Article 6 of Circular 17/2021/TT-BGDDT, the input standard for undergraduate training programs in Vietnam must meet the following requirements:
- The input standard for the training program must clearly determine the minimum requirements regarding proficiency, competence, and appropriate experience for each level, sector, and training orientation that the learner needs to meet to study successfully and complete the training program well.
- Input standards for university training programs and specific intensive training programs at level 7: Learners must graduate from high school or equivalent level.
- Input standards for master’s training programs: Learners must graduate from a university (or equivalent level or higher) in a suitable discipline; have a foreign language proficiency at level 3 according to the 6-level Foreign Language Proficiency Framework for Vietnam or equivalent. For research-oriented master training programs, learners must have graduated with at least a good grade or have relevant scientific publications in the field of study.
- Input standards for doctoral training programs: Learners must graduate from a master’s or specific intensive training program at level 7 in a suitable discipline or graduate with an excellent grade at the university level (or equivalent level or higher) in a suitable discipline; have a foreign language proficiency at level 4 according to the 6-level Foreign Language Proficiency Framework for Vietnam (or equivalent level or higher); have research capability and experience.
The input standards of the training program must clearly determine the minimum requirements regarding proficiency, competence, and appropriate experience for each level, sector, and training orientation that the learner needs to meet to study successfully and complete the training program well.
