What are the rights of learners in Vietnam?
According to the provisions of Article 83 of the Law on Education 2019, learners have the following rights:
- To be educated and to study in order to develop comprehensively and maximize their potential.
- To be respected; to have equal opportunities for education and learning; to develop their talents, skills, creativity, and inventions; to be provided with full information about their studies and training.
- To advance to a higher grade or shorten the time to complete the program, to study at an older age than the prescribed age, to extend study time, to repeat a grade, and to be facilitated to study according to educational programs as prescribed by law.
- To study in a safe and healthy educational environment.
- To be awarded diplomas, certificates, and confirmation upon graduation from educational levels, training degrees, and completion of educational programs as prescribed.
- To participate in group and social organization activities in educational institutions as prescribed by law.
- To use the facilities, library, equipment, and means to serve the learning, cultural, physical, and sports activities of the educational institution.
- To directly or through their legal representatives propose to the educational institution solutions for building the educational institution and protecting the rights and interests of learners.
- To enjoy state preferential policies in recruitment into state agencies if graduating with high honors and having good morals.
- To appoint representatives to participate in the school council as prescribed.

Who are the learners in Vietnam?
According to the provisions of Article 80 of the Law on Education 2019, learners are those who are studying at educational institutions within the national education system, including:
- Children of preschool educational institutions;
- Students of general education institutions, vocational training classes, vocational education and continuing education centers, vocational education centers, intermediate schools, preparatory universities;
- Students of colleges and universities;
- Trainees of master's training institutions;
- Doctoral candidates of doctoral training institutions;
- Trainees following continuing education programs.
What are the responsibilities of learners in Vietnam?
According to the provisions of Article 82 of the Law on Education 2019, learners have the following responsibilities:
- To study and train according to the program, educational plan, and the code of conduct of the educational institution.
- To respect teachers, staff, and employees of the educational institution; to unite and assist each other in study and training; to comply with the regulations, rules, and statutes of the educational institution; to abide by legal provisions.
- To participate in labor and social activities, environmental protection activities appropriate to their age, health, and abilities.
- To preserve and protect the properties of the educational institution.
- To contribute to building, protecting, and promoting the traditions of the educational institution.
What are the policies for learners in Vietnam?
Based on Section 2, Chapter 5 of the Law on Education 2019, the state has the following policies for learners:
(1). Educational credit
The state has policies for preferential credit interest rates, conditions, and loan terms to facilitate learning conditions for learners. Private investment in educational credit activities is encouraged.
(2). Scholarships, social allowances, tuition exemption and reduction, fee support, and living cost support
- The state has policies granting study encouragement scholarships to students with outstanding academic results at specialized schools and talented schools as stipulated in Article 62 of the Law on Education 2019 and learners with academic and training results from good or higher at vocational education institutions, higher education institutions;
- The state provides scholarships to policy students, students of preparatory universities, ethnic boarding schools, and learners in vocational education institutions for war invalids and disabled persons.
- The state has policies for allowances and tuition exemptions and reductions for learners under social policy beneficiaries, ethnic minorities in regions with particularly difficult socio-economic conditions, orphans, children without shelters, disabled persons, and those from poor and near-poor households.
- The state encourages organizations and individuals to grant scholarships or allowances to learners according to legal provisions.
- Pedagogy students are supported with tuition fees and living expenses during the entire course.
Those supported with tuition fees and living costs who do not work in the education sector or do not work for the required period within 2 years of graduation must reimburse the funds supported by the state. The repayment period is a maximum of the training duration.
Pedagogy students are entitled to study encouragement scholarships, social allowances, and tuition exemptions and reductions stipulated in Clauses 1 and 2 of Article 85 Law on Education 2019.
(3). Public service fee exemptions and reductions for students
Students are entitled to policies for fee exemptions and reductions when using public services for transportation, entertainment, visiting museums, historical relics, and cultural works as prescribed by the Government of Vietnam.
(4). Nomination regime
- The state implements admissions into intermediate, college, and university levels according to nomination policies for students from ethnic minority groups with a very small population; ethnic minority students in regions with particularly difficult socio-economic conditions with few or no officials and public employees from minority groups;
- There are policies to create nomination sources and favorable conditions for these objects to attend ethnic boarding schools and extend preparatory university study time.
- Provincial-level People's Committees, based on local needs, propose and allocate nomination targets; nominate people to study based on approved standards and targets; assign and arrange jobs for learners after graduation.
Educational institutions have responsibilities to support nominees to ensure output quality.
- Nominees have responsibilities to return to work in the locality from which they were nominated; are considered and arranged for jobs.
(5). Rewards for learners
Learners with achievements in study and training are rewarded by educational institutions and education management agencies; in cases of particularly outstanding achievements, rewards are given according to the legal provisions.
