- The content cited in reference materials for compiling the curriculum must have clear origins and annotations. The cited content included in the curriculum must be appropriate and meet the objectives of the curriculum, ensuring compliance with relevant legal provisions.
- The language used to compile the curriculum can be Vietnamese or a foreign language and must be consistent with the teaching language of the course.
- The training institution sets forth the content, structure, format, and specific requirements for its curriculum, ensuring synchronization, uniformity, and compliance with relevant legal provisions.

According to Article 7 of Circular 35/2021/TT-BGDDT, the regulations on the use of curriculum and materials for teaching in universities are as follows:
- For published curricula, training institutions may provide, distribute, gift, lease, exchange, lend, use as common materials, and supply to open educational resources to bring the publication to users while ensuring compliance with relevant legal provisions.
- The approved curriculum of the training institution must be used as the primary material for lecturers and students in teaching, learning, and researching the course, where one curriculum may be used for multiple courses with relevant content or courses with similar content.
- For undergraduate education, the training institution must ensure that each course has at least one curriculum serving as the primary material for lecturers and students in teaching, learning, and researching the course, where the curriculum content must fulfill at least 70% of the course's knowledge content.
- For master's degree education, the training institution must ensure there is a curriculum serving as the primary material for lecturers and students in teaching and learning for each course in the training program. If a course does not yet have a curriculum, the training institution must ensure alternative teaching materials, with the curriculum or alternative teaching materials for each course meeting at least 70% of the course's knowledge content.
- For doctoral education, the training institution must ensure there is a curriculum or materials for teaching, learning, and researching (in place of the curriculum) for lecturers and students for each content, topic of the training program, including specialized materials and published scientific works related to the teaching and learning content and topics of lecturers and students. These must meet the training program’s requirements and align with the training program’s goals and content, ensuring knowledge and skill standards, and meeting the training program's learning outcomes.
- The curriculum used in the training institution must be compiled, selected, assessed, and approved following the regulations of Circular 35/2021/TT-BGDDT and relevant legal provisions.
