What are the requirements for the admission of candidates to the joint training programs in Vietnam?

According to Clause 3, Article 16 of Decree 86/2018/ND-CP, the subjects admitted to joint training programs for degree issuance must meet the following conditions:

- In case of issuing degrees of Vietnamese higher education institutions, admission conditions for undergraduate, master's, and doctoral levels as prescribed by Vietnamese law must be met; (1)

- In case of issuing degrees of foreign higher education institutions, admission conditions for undergraduate, master's, and doctoral levels of the foreign education institutions corresponding to admission conditions set in the host country where the foreign education institution is established must be met; (2)

- In case of concurrently issuing degrees of both Vietnamese higher education institutions and foreign higher education institutions, the admission conditions set forth in (1) and (2) must be met.

- Foreign language proficiency:

In case of issuing degrees of Vietnamese higher education institutions, the admission subject must have at least Level 3 proficiency according to the 6-level Vietnam’s framework of reference for foreign language proficiency or equivalent;

In case of issuing degrees of foreign higher education institutions and cases of concurrently issuing degrees of both Vietnamese higher education institutions and foreign higher education institutions, the admission subject must have at least Level 4 proficiency according to the 6-level Vietnam’s framework of reference for foreign language proficiency or equivalent, for the admission subjects of joint training programs in foreign language groups, the foreign language requirements according to the regulations of the foreign education institution apply; (3)

* Based on the learners' needs, educational institutions can organize foreign language training and refresher courses to help learners reach the required proficiency level in (3) before conducting regular teaching.

Can joint training programs for degree issuance be conducted in Vietnam?

According to Clause 1, Article 17 of Decree 86/2018/ND-CP:

Training program

  1. Joint training is carried out according to a foreign program or a program jointly developed by both parties; the training program may be entirely conducted in Vietnam or partly in Vietnam and partly abroad; it may grant foreign degrees and certificates; it may grant both Vietnamese and foreign degrees and certificates.

  2. Foreign training programs conducted in Vietnam must be those that have been quality accredited in the host country or recognized as quality education by competent authorities of the host country; must not include contents detrimental to national defense, national security, public interests; must not propagate religions, distort history; must not negatively impact Vietnamese culture, ethics, customs, and traditions and must ensure conditions for connectivity between training levels.

  3. The output standards of joint training programs with foreign education institutions must not be lower than the output standards specified by Vietnamese legal documents.

Thus, the joint training programs for degree issuance can be entirely conducted in Vietnam or partly in Vietnam and partly abroad.

Shall joint training programs for degree issuance be taught in Vietnamese or in a foreign language?

According to Clause 4, Article 16 of Decree 86/2018/ND-CP:

  1. Joint training that grants foreign degrees and certificates must be taught in a foreign language and not in Vietnamese or through interpretation. Joint training that grants Vietnamese degrees and certificates can be taught in Vietnamese or through interpretation.

Thus, joint training programs for degree issuance can be taught in Vietnamese if the program is one for issuing Vietnamese degrees. In case the joint training program issues foreign degrees, it must be taught in a foreign language and not in Vietnamese or through interpretation.

What qualifications must lecturers of joint training programs for degree issuance Ivn have?

According to Clause 1, Article 19 of Decree 86/2018/ND-CP, the qualifications for lecturers teaching joint training programs for degree issuance are as follows:

- For joint training at the undergraduate level, lecturers must have at least a master's degree in a relevant field;

- For joint training at the master's level, lecturers teaching subjects, specialized topics, and supervising master's thesis must have a doctorate degree in a relevant field; lecturers supervising practice and internships must have at least a master's degree in a relevant specialization for the practice, internship supervision;

- For joint training at the doctoral level, lecturers must have a doctorate degree in a relevant field for the subjects they will teach in the doctoral program. For doctoral candidate supervisors, they must meet at least the same requirements as those for supervisors in Vietnamese doctoral programs.
