- Primary schools use textbooks approved by the Minister of Education and Training and selected for use by the Provincial People's Committee in the teaching and learning process at primary schools in the area; teachers and students use textbooks in teaching and learning activities to achieve the educational goals, content, and requirements for students' qualities and competencies as prescribed in the elementary education curriculum; primary schools must promptly and fully provide information about the textbooks used at the school so that students and their families are informed.
- Teaching equipment used in schools belongs to the Minimum Teaching Equipment List issued by the Ministry of Education and Training and other teaching equipment as prescribed by the general education program.
- The school organizes the selection and provision of reference publications to serve the teaching and research activities of teachers as prescribed by the Ministry of Education and Training; encourages teachers to use reference publications to enhance education quality. No organization or individual is allowed to force students to purchase reference materials.
- Local education materials are compiled and appraised under the direction of the Provincial People's Committee to meet local needs and be appropriate with local characteristics, as required by the elementary education curriculum goals and content, and approved by the Minister of Education and Training.
Thus, textbooks used in primary schools must meet the following requirements:

- Publicly announce the goals, programs, education plans, conditions ensuring education quality, evaluation results, and quality inspection results; organize teaching, learning, and educational activities to achieve quality and meet the goals and necessary requirements as prescribed by the elementary education curriculum issued by the Ministry of Education and Training.
- Implement compulsory education, universal education, and literacy eradication in the area. Mobilize children to attend school at the right age, encourage and create conditions for children in special circumstances to attend school. Provide support and manage the educational activities of other educational institutions that implement the elementary education curriculum as assigned by competent authorities.
- Develop strategies and plans for school development according to the regulations of the Ministry of Education and Training, in conjunction with the local economic and social conditions; develop education activity plans to meet the goals and necessary requirements as prescribed by the elementary education curriculum.
- Implement the elementary education program issued by the Ministry of Education and Training; select textbooks as prescribed by the Ministry of Education and Training; implement textbooks and local education content as decided by the Provincial People’s Committees; exercise professional autonomy in organizing educational activities at the primary school.
- Conduct self-assessment and ensure education quality as prescribed.
- Manage staff, teachers, employees, and students.
- Manage and use land, finances, and assets of the school as prescribed by law.
- Coordinate closely with parents or guardians of students, organizations, and individuals in the community to implement educational activities. Organize for teachers, employees, and students to participate in local social activities.
- Build a cultural-educational environment within the school, participate in building a cultural-educational environment in the local area.
- Receive sponsorships and aid from agencies, organizations, and individuals for the school as prescribed by law.
- Perform other duties and powers as prescribed by law.
