Based on Article 9 of the Regulation on Admission and Training for Master's Degree, issued together with Circular 23/2021/TT-BGDDT, the evaluation of the thesis is stipulated as follows:

Thesis Evaluation

1. The thesis is evaluated through a defense before a council. The defense is held publicly, except for topics in fields requiring confidentiality, which are handled in accordance with State regulations.

2. The thesis evaluation council must meet the following requirements:

a) The council must have at least 05 members, including a chairman, a secretary, 02 reviewers, and other members; at least 01 reviewer must be from outside the training institution.

b) The qualifications of the council members must meet the standards as thesis advisors stipulated in clause 4 of Article 8 of this Regulation; the chairman must be a permanent lecturer or researcher of the training institution.

c) The advisor may participate in the council as a member but cannot evaluate the thesis; parents, spouses, children, siblings of the student may not participate in the council.

3. Conditions for a student to defend the thesis:

a) Completed all modules of the training program;

b) Submitted the thesis, with the advisor's approval for defense;

c) Completed other requirements as stipulated by the training institution.

Thesis Appraisal

1. When there are complaints, denunciations, or in other cases as required for management, the training institution decides to organize the quality appraisal of the thesis.

2. The thesis appraisal council has the same composition and standards as the thesis evaluation council; members of the thesis evaluation council do not participate in the appraisal council.

3. The regulations of the training institution detail the establishment of the thesis appraisal council, the meeting process of the council, and the handling of the appraisal results.

Thus, a master's thesis appraisal occurs when there are complaints, denunciations, or in other cases as required for management, whereby the training institution decides to organize the quality appraisal of the thesis.

Based on Article 12 of the Regulation on Admission and Training for Master's Degree, issued together with Circular 23/2021/TT-BGDDT, the recognition of graduation and awarding of master's degree is stipulated as follows:

Recognition of Graduation and Awarding of Master's Degree

1. Conditions for a student to be recognized for graduation:

a) Completed the training program modules and successfully defended the thesis, meeting the requirements;

b) Met the foreign language proficiency requirements as per the output standards of the training program before graduation review; evidenced by one of the diplomas or foreign language certificates meeting the equivalent level 4 according to the 6-level Foreign Language Proficiency Framework used for Vietnam as stipulated in the Appendix of this Regulation or other equivalent certificates announced by the Ministry of Education and Training, or a bachelor's degree or higher in a foreign language discipline, or a bachelor's degree or higher in another discipline where the program is carried out entirely in a foreign language;

c) Completed all responsibilities as stipulated by the training institution; not under criminal prosecution and not during a period of disciplinary action or suspension from studies.

2. The training institution organizes the review and issues the decision to recognize graduation within 02 months from the date the student successfully defends the thesis, up to an additional 03 months in cases where it is necessary to organize a thesis appraisal.

Thus, a student is recognized for graduation with a master's degree when the following conditions are met:

- Completed the training program modules and successfully defended the thesis, meeting the requirements;

- Met the foreign language proficiency requirements as per the output standards of the training program before graduation review; evidenced by one of the diplomas or foreign language certificates meeting the equivalent level 4 according to the 6-level Foreign Language Proficiency Framework used for Vietnam

Or other equivalent certificates announced by the Ministry of Education and Training, or a bachelor's degree or higher in a foreign language discipline, or a bachelor's degree or higher in another discipline where the program is entirely conducted in a foreign language;

- Completed all responsibilities as stipulated by the training institution; not under criminal prosecution and not during a period of disciplinary action or suspension from studies.
